Job summary

Arcadia Shipping Pte Ltd in Singapore seeks an experienced Senior Fleet Technical Manager to lead technical strategy, oversee LPG, gas and chemical vessels, and manage major repairs and capital projects. You will drive fleet reliability, regulatory compliance, and environmental reporting while coaching senior technical staff.

You will steward budgets, vendor relationships, and performance metrics, ensuring safe, economical and compliant operations across the fleet while traveling as needed.

Qualifications

• Marine Engineer Officer Class 1 (Chief Engineer Unlimited) Certificate of Competency.
• Substantial sea-going experience on LPG, gas or chemical tankers.
• Minimum five years’ shore-based technical management experience in the tanker sector.
• Strong knowledge of LPG, gas and chemical vessels and cargo systems.
• Experience with SIRE, TMSA, HSSEQ, incident investigation, risk management, SEEMP, EEXI and CII.
• Ability to lead and develop Technical Superintendents and senior seafarers.
• Strong commercial, financial, analytical and decision-making skills.
• Excellent communication and stakeholder-management capabilities.
• Willingness to travel internationally and sail with vessels when required.

Responsibilities

Job description

• Provide strategic technical leadership and overall management oversight for the assigned fleet of LPG, gas and chemical vessels, ensuring safe, reliable, compliant and commercially effective operations. Set technical strategy, priorities, maintenance standards and performance objectives, providing direction and escalation support to Technical Superintendents, vessel management teams and senior shipboard personnel.
• Maintain overall accountability for vessel condition, machinery reliability, operational readiness and technical risk. Monitor fleet KPIs, recurring failures, fuel efficiency, maintenance performance and off-hire trends, driving root-cause analysis and effective corrective and preventive actions.
• Oversee major repairs, dry dockings, conversions, retrofits and capital projects from planning through completion, ensuring safe execution, effective resource management and delivery within approved scope, schedule and budget.
• Provide technical oversight of LPG, gas and chemical cargo systems, including cargo containment, reliquefaction, inert gas, nitrogen, heating/cooling, pumping and other safety-critical equipment, ensuring reliability and compliance with applicable standards.
• Ensure fleet-wide compliance with class, flag, IMO, statutory and terminal requirements. Lead preparations for SIRE, TMSA, internal and external audits, customer and terminal inspections, ensuring findings, deficiencies and conditions of class are effectively closed.
• Oversee fleet compliance with SEEMP, EEXI, CII, emissions reporting and other environmental requirements, ensuring accurate data, timely submissions, regulatory compliance and implementation of improvement initiatives.
• Financial management by owning and controlling technical operating and capital budgets, review monthly performance, forecasts and variances, and drive cost optimisation without compromising safety, reliability or asset integrity. Oversee key vendors, shipyards, procurement and technical service contracts.
• Lead, coach and develop Technical Superintendents and technical personnel, establishing clear performance expectations, consistent technical standards, effective workload management and succession capability across the technical organisation.
• Stakeholder management by building and maintaining effective relationships with senior management, class societies, Flag Administrations, shipyards, terminals, equipment manufacturers and service providers, representing the Company professionally and resolving significant technical or commercial matters.
• Reporting & Continuous Improvement by providing the Managing Director and General Manager with clear and timely fleet performance, technical risk, budget, maintenance and project reports. Identify trends and opportunities for improvement and ensure material issues are appropriately escalated with practical recommendations.

Requirements:

• Marine Engineer Officer Class 1 (Chief Engineer Unlimited) Certificate of Competency, or equivalent internationally recognised qualification.
• Substantial sea-going experience on LPG, gas or chemical tankers. Strong technical knowledge across these vessel types is essential.
• Minimum five years’ shore-based technical management experience in the tanker sector, with responsibility for multiple vessels, budgets, dry dockings and major projects.
• Strong technical knowledge of LPG, gas and chemical vessels, cargo systems, maintenance and asset integrity.
• Proven experience with SIRE, TMSA, HSSEQ, incident investigation, risk management, SEEMP, EEXI and CII.
• Demonstrated ability to lead and develop Technical Superintendents and senior seafarers.
