Technical Lead – Subsea Cable Installation (Offshore Wind)

Job summary

Dong Fang Offshore (DFO) is a Taiwan-based offshore contractor. Our Singapore arm, DFO Solutions, is growing into a full transport and installation contractor for subsea power cables.

You will translate Employer's Requirements into compliant, competitive installation solutions, build subcontractor packages, and provide technical pricing inputs while coordinating with estimating, commercial and contracts teams.

Qualifications

• Degree in offshore, naval architecture, mechanical, civil or electrical engineering, or equivalent.
• 7+ years in offshore construction, with preference for subsea cable T&I experience.

Responsibilities

• Review ITT packages and ERs, identify scope, risks and deviations.
• Develop installation methodology and spread selection for cable lay, burial, landfall/HDD, survey and seabed intervention.
• Prepare and issue subcontractor and supplier RFQs for services such as HDD, survey and positioning, installation engineering analysis, scour/rock protection, mattresses, cable storage and transpooling, and subsea excavation.
• Run subcontractor clarifications, evaluate proposals technically, level bids and recommend a preferred solution.
• Provide the technical basis for pricing including durations, weather-downtime assumptions, equipment and personnel lists, logistics inputs and MTOs.
• Prepare the technical proposal, including execution plan, programme inputs, technical qualifications and deviation lists.
• Coordinate HSEQ, document control and project controls input to each submission.
• Act as technical interface with consortium partners, clients and key subcontractors during tender and negotiation.
• Maintain the tender risk and opportunity register and hand the tender over cleanly to the execution team.
• Build DFO's tender library, norms and lessons learned, so each bid is faster and more consistent than the last.

Our Singapore arm, DFO Solutions, is growing into a full transport and installation (T&I) contractor for subsea power cables. We bid and execute cable installation, landfall and seabed intervention scopes across Taiwan and Asia-Pacific.

The role

Responsible for the technical side of our tenders and projects. You will turn the Employer's Requirements into a compliant, competitive installation solutions. You will build and run the subcontractor packages behind it, and give the commercial team the technical basis for pricing. Involved with RFQs, make the technical calls and manage the programme of works.

Reports to: General Manager, DFO Solutions

Key responsibilities

• Review ITT packages and Employer's Requirements (ERs), including site data, geotechnical/geophysical surveys and interface documents. Identify scope, risks, gaps and deviations.
• Develop the installation methodology and spread selection for cable lay, burial, landfall/HDD, survey and seabed intervention scopes, including vessel and equipment options and cost-optimised alternatives.
• Prepare and issue subcontractor and supplier RFQs for services such as HDD, survey and positioning, installation engineering analysis, scour/rock protection, mattresses, cable storage and transpooling, and subsea excavation.
• Run subcontractor clarifications, evaluate proposals technically, level bids and recommend a preferred solution.
• Provide the technical basis for pricing including durations, weather-downtime assumptions, equipment and personnel lists, logistics inputs and MTOs whilst working closely with estimating, commercial and contracts.
• Prepare the technical proposal, including execution plan, programme inputs, technical qualifications and deviation lists.

Job requirements

• A degree in offshore, naval architecture, mechanical, civil or electrical engineering, or equivalent.
• 7+ years in offshore construction, with preference for experience with subsea cable T&I (export, inter-array or telecom).
• Working knowledge of cable lay and burial, landfall/HDD, pre- and post-lay survey, seabed preparation, and cable and scour protection.
• Ability to understand Employer Requirements and contract conditions and develop technical qualifications.

Advantageous

• Taiwan offshore wind experience.
• Familiarity with installation analysis (e.g., OrcaFlex) and Primavera P6.
• Experience on EPCI or consortium bids.
