Job description

What the role is:

About Urban Redevelopment Authority (URA)

The Urban Redevelopment Authority (URA) is Singapore’s land use planning and conservation authority. Our mission is to make Singapore a great city to live, work and play. We plan and facilitate the physical development of Singapore, in partnership with agencies and the community, to create a vibrant, sustainable and cosmopolitan city of distinction.

About Urban Planning & Design Technology Centre of Excellence (URBEX)

Over the years, URA has spearheaded efforts to strengthen urban planning and design workflows through the application of urban science, geospatial and data analytics, modelling and simulation (M&S), and AI technologies. In 2022, URA was designated as the Whole-of-Government (WOG) Urban Planning & Design Technology Centre of Excellence (URBEX), to lead the planning and design sector in building up these strategic capabilities.

About Design and Planning Lab (DPLab)

The Design & Planning Lab (DPLab) is a multi-disciplinary team in URA which drives URBEX efforts. In recognition of our work, URA was conferred the Excellence Award for ePlanner at Geospatial World Forum 2026, recognising URBEX’s exemplary usage of geospatial tools and solutions in Smart City and Urban Planning. In 2024, URA received the 2024 Esri Special Achievement in Geographic Information System (GIS) Award for demonstrating vision, leadership and innovation in the use of GIS technology, as well as the Esri Singapore GeoInnovation Award for being amongst Singapore’s most progressive organisations in the use of geospatial solutions to transform the future. Our flagship product, ePlanner (a web-based geospatial platform that brings digital planning tools to WOG) also won the Excellence Award at the Singapore Public Service’s Science, Technology and Engineering Conference 2024.

In DPLab, you will work alongside talented individuals with expertise in wide-ranging domains including data policy, governance, strategy and engineering, product strategy, business analysis, software engineering, cloud engineering, urban design technologies, data science, AI/Machine Learning, and M&S. You will also work closely with planners, architects, and policymakers to co‑create digital solutions that contribute to enhancing the liveability, sustainability and resilience of our city‑state.

What you will be working on:

As Systems Analyst (Data Engineer), you will develop and maintain data pipelines and workflows that bring together geospatial and other urban planning datasets from multiple sources, including the processing, transformation and integration of 2D and 3D geospatial data, ensuring that reliable, up‑to‑date information is readily available to support urban planning applications, visualisation and analytics.

Key Responsibilities
  • Design, develop and maintain automated data pipelines and workflows for acquiring, ingesting, transforming, integrating and publishing 2D/3D geospatial and urban planning datasets
  • Develop and maintain data models, databases and ETL workflows using Python, SQL and other data engineering tools.
  • Process, transform and convert 2D/3D geospatial datasets, including GIS, BIM and CAD data, for integration with enterprise geospatial platforms and 3D applications.
  • Implement data quality checks, monitoring and error‑handling processes to ensure data quality, reliability and availability.
  • Develop and integrate data solutions across cloud and on‑premise environments using APIs and other integration technologies.
  • Collaborate with multi‑disciplinary teams on data architecture and solution design, engineering, deployment DevOps, troubleshooting, documentation and continuous improvement of data workflows.
What we are looking for:
Knowledge
  • Understanding of data architecture and management, including data storage, metadata, data quality, governance, security and lifecycle management.
  • Understanding of geospatial data concepts, including coordinate systems, spatial data formats, 2D/3D geometry and interoperability between geospatial platforms.Familiarity with cloud infrastructure, software engineering and DevOps practices, including version control, testing, deployment, CI/CD and monitoring.
Skills
  • Strong hands-on experience in data engineering, including ETL/ELT, data modelling, relational databases, pipeline development, query and performance optimisation.
  • Proficiency in Python and SQL to develop, automate and optimise data pipelines for processing, transforming, validating and integrating datasets, including 2D/3D geospatial data.
  • Experience in systems integration using APIs, database connections and other data exchange mechanisms across cloud and on‑premise environments.
  • Experience with geospatial and ArcGIS technologies and workflows (e.g. ArcGIS Enterprise, ArcPy, FME, PostGIS, Arcade, Attribute Rules, Parcel Fabric, Workflow Manager, Data Review, Knowledge Graph), processing 2D/3D GIS, BIM and CAD datasets, and familiarity with 3D geospatial data formats and standards (e.g. OBJ, IFC, CityGML, Multipatch, SLPK, OGC).
  • Experience with cloud and data platforms (e.g. AWS, Azure, Databricks) and DevOps tools and workflows (e.g. Git, CI/CD, Docker, Kubernetes, Terraform).
  • Familiarity with system administration and scripting in Windows or Unix/Linux environments, monitoring tools (e.g. Azure Monitor, AWS CloudWatch, Splunk) and Agile development practices (e.g. Jira, Kanban boards, Confluence).Ability to translate business and technical requirements into reliable, secure, scalable solutions, troubleshoot issues, document technical designs and collaborate effectively with multidisciplinary teams.
