Manpower Staffing Services (Singapore) Pte Ltd is seeking a Strategic Supply Chain Manager to optimize cost savings while securing the best global supply base. You will lead commodity management, supplier development, and contracting across regions including Europe, Asia and Singapore.

The role requires strong negotiation, QLTC expertise, and the ability to coordinate cross‑functional sourcing projects with R&D, Operations and Product teams. Travel readiness may be expected.

Qualifications

  • Engineering and/or commercial education is required.
  • Industrial engineering background is a plus.
  • Strong negotiation and interpersonal skills are essential.
  • Excellent analytical and networking thinking abilities.

Responsibilities

  • Manage commodity areas globally (e.g., Mechatronics, Electronics, Vision).
  • Drive supplier development and performance using QLTC methodology.
  • Define TCO per module and build business cases for senior management.
  • Coordinate cross‑functional sourcing projects with R&D, Ops, Product and regional teams.
  • Develop sourcing strategy and monitor KPIs; execute tasks accordingly.
  • Negotiate contracts and terms with key suppliers with VP support.
  • Coordinate supplier selection, onboarding and qualification per processes.

Objective

A Strategic Supply Chain manager is responsible to achievebest possible cost savings while ensuring the most beneficial supply base forthe company. This includes the strategic relationship, the contracting,performance review and improvement of the supply chain.

Job Description
  • Commodity Management for technology competencearea (e.g. Mechatronics, Electronics, Vision) on a global base
  • Supplier development and performance monitoringusing Quality, Logistics, Technology, Costs (QLTC) methodology
  • Define Total Cost of Ownership (TCO) per module,create comprehensive business cases, align with stakeholders, propose scenariosand decisions for senior management
  • Initiate and Coordinate sourcing projects,cooperate with various departments: R&D, Operations, Product, and regions(Europe, Malaysia, Singapore, China)
  • Contribute to the preparation and definition ofcompany’s Sourcing Strategy, support with analysis and statistics, execute thetasks according to defined strategy, monitor execution using defined KPIs
  • Coordinate supplier selection, onboard andqualify according to company’s processes (emphasis on Asian content)
  • Strive for establishing of a cost and qualitycompetitive global supply chain which is well integrated with company’soperational and development processes
  • Negotiate contracts with product and non-productand related suppliers with support and agreement from VP Strategic SupplyManagement
  • Negotiate prices and other conditions, accordingto including QLTC methodology and open costing
  • Work with the supplier to agree on correctiveactions to resolve escalated issues or look for alternative suppliers whennecessary
  • Coordination with the local and global MaterialManagement departments, Logistics and the Incoming Quality Control (IQC)
  • Make sure that all necessary purchasingparameters (vendor data, contracts) are given and stored properly and takeappropriate actions whenever necessary
  • Proactive improvement of the quality along theentire supply chain in close cooperation with relevant departments (Product,R&D, Material Management).
  • Ensure the availability of up-to-date supplymarket information. (focussing on Commodity Modules)
Process Responsibility
  • Work according to defined supply chain processesand use the tools listed in these processes
  • Supplier Selection and Development
  • Vendor Management: Build up and maintain globalsupplier portfolio Execute supplier performance management.
  • Contract Management: Creating and maintainglobal contract system which covers all type of suppliers. Store contractssystematically (in paper- & in electronic form)
  • Supplier performance monitoring

  • Relationship with Key suppliers
  • Contribution to Sourcing Strategy in definedarea
  • Supply Market Analysis
  • Vendor and Contract Management
  • Achievement of best possible cost savings by notcompromising on quality, performance and lead time
Requirements
Education
  • Engineering and / or commercial education
Technical Knowledge
  • Module and manufacturing process (Keycomponents, technology, production process, testing methods, quality inspectionetc.)
  • Basic engineering (electronic, mechanics,mechatronics) in the areas of development and / or manufacturing
  • Industrial engineering background (as additionalbenefit)
Work experience
  • 5 to 10 Years in international technologycompanies
  • Global sourcing
  • Supplier qualification, auditing and correctiveaction processes
Expertise and methodology
  • Good supply market knowledge
  • Good knowledge in contracting
  • Able to optimize the supplier relationship bycombining supplier’s and internal processes, building trust, measuring anddeveloping suppliers
  • Good understanding of the supply chain and ofthe critical production and assembly processes
  • Open to Total Cost of Ownership mentality
  • Competent treatment of suppliers
  • Good PC-Knowledge (MS-Office package)
  • Proficient in Excel (Advanced, VBA Macroknowledge not needed)
  • Experience in SAP/R3
