Job summary

Neutron is seeking an experienced GIS Solution Architect to lead the architecture of large-scale geospatial platforms in Singapore. You will steer cloud migration, infrastructure modernization, security, and system integrations to keep platforms reliable and future-ready.

The role requires hands-on delivery across the full GIS project lifecycle, strong ArcGIS expertise, and solid stakeholder management. You will engage with cross-functional teams, vendors, and government stakeholders to deliver

Qualifications

• Degree or Diploma in Computer Science, IT, Geomatics, GIS, Engineering or a related field.
• 5+ years' experience as a Technical Lead or GIS Solution Architect, covering geospatial systems design, implementation, operations, and modernisation.
• Hands-on delivery of enterprise GIS projects across the full lifecycle — requirements, architecture, implementation, testing, migration, deployment, and operations.
• Strong knowledge of enterprise GIS platforms, preferably Esri ArcGIS Enterprise (Portal for ArcGIS, ArcGIS Server, Data Store, Web Adaptor, Experience Builder, Dashboards, ArcGIS Online, ArcGIS Pro).
• Experience supporting production‑critical GIS platforms with high availability, security, monitoring, backup, disaster recovery, and performance optimisation.
• Strong grasp of government security, compliance, and governance requirements — risk assessments, security reviews, and operational readiness.
• Excellent stakeholder management and communication skills, both written and verbal, with the ability to engage technical teams, senior management, vendors, and business stakeholders.

Responsibilities

• Provide technical leadership and architectural oversight across enterprise geospatial platforms and related systems.
• Drive architecture design, cloud migration, system upgrades, infrastructure modernisation, and operational readiness.
• Plan and execute platform upgrades, cloud migrations, system refreshes, disaster recovery exercises, and infrastructure security initiatives.
• Evaluate and recommend technology solutions aligned with government technology directions — cloud adoption, enterprise architecture standards, cybersecurity, secure-by-design principles, and modernisation of legacy systems.
• Design and support cloud-native and hybrid GIS architectures on AWS, Azure, GCC, or equivalent.
• Design integration patterns using REST APIs, web services, SFTP-based data exchanges, authentication/identity management, and system-to-system integrations.
• Manage geospatial data architectures — geodatabases, spatial data models, metadata, data governance, and data lifecycle.
• Conduct technical assessments, solution reviews, sizing exercises, root cause analysis, and troubleshooting of complex application and infrastructure issues.
• Manage vendors and service providers across implementation, upgrades, support, and service delivery.
• Translate business and technical requirements into practical, scalable, sustainable GIS solutions.

What you’ll bring
