Qualifications

• Diploma or Degree in Civil Engineering, Structural Engineering, Construction Management or related discipline.
• Minimum 3 years of QA/QC experience in Singapore's building construction industry.
• Experience in façade, curtain wall, cladding or building envelope projects is strongly preferred.
• Good working knowledge of PQP, ITP, Method Statements, IRF, NCR, RFI and technical submission procedures.
• Familiarity with ISO 9001 quality management systems and audits.
• Working knowledge of BCA requirements, CONQUAS and Quality Mark processes is an advantage.

Responsibilities

• Prepare, implement, review and update the Project Quality Plan (PQP) in accordance with contractual requirements and project specs.

• Maintain project quality management procedures in line with ISO 9001 and company QMS.
• Coordinate audits with internal, external, client and consultants and follow up until closure.
• Maintain systematic quality documentation and record-control process.
• Review material submissions, including Certificates of Conformity, product data and test reports.
• Prepare and track technical documents and transmittals, including drawings, ITPs and inspection records.
• Coordinate inspections and witness testing with consultants, clients and third parties.
• Maintain approvals, inspection reports, test certificates, NCRs and other quality docs.
• Identify non-conformances and initiate NCRs; drive CAPA with teams and subs.
• Monitor rectification works and ensure timely closure of NCRs.
• Analyse recurring quality issues and implement preventive measures.
• Coordinate QA activities for façade and curtain wall fabrication, delivery and installation.
• Monitor compliance with drawings, specs, ITPs and quality requirements.

Job Summary

We are seeking a detail-oriented and experienced Site QA/QC Engineer to oversee quality assurance activities for façade and curtain wall projects in Singapore.

The successful candidate will be responsible for implementing the Project Quality Plan (PQP), managing technical submissions and inspection documentation, coordinating with consultants and clients, monitoring subcontractor compliance, and ensuring that project works meet contractual requirements, approved specifications, applicable Singapore regulations, and relevant BCA/CONQUAS requirements.

This role focuses on quality assurance systems, documentation, compliance, process audits and defect prevention, rather than routine site inspection alone.

Key Responsibilities

1. Project Quality Management System

• Prepare, implement, review and update the Project Quality Plan (PQP) in accordance with contractual requirements, project specifications, applicable Singapore standards and project quality requirements.
• Review subcontractors’ PQPs, Inspection and Test Plans (ITPs), Method Statements and inspection checklists.
• Maintain project quality management procedures in line with ISO 9001 requirements and the company's quality management system.
• Coordinate internal, external, client, consultant and third-party quality audits, and follow up on audit findings until closure.
• Maintain a systematic and traceable quality documentation and record-control process.

2. Technical Submissions and Quality Documentation

• Review and coordinate material submissions, including Certificates of Conformity (COC), product data, samples, technical specifications and test reports.
• Prepare, submit and track technical documents and transmittals, including drawings, material submissions, RFI, ITP, Method Statements and inspection records.
• Monitor consultant review statuses and follow up on comments, revisions and resubmissions until approval.
• Prepare Inspection Request Forms (IRFs) and coordinate inspections and witness testing with consultants, clients and relevant parties.
• Maintain accurate records of approvals, inspection reports, test certificates, NCRs and other project quality documents.

3. Non-Conformance and Corrective Actions

• Identify and document non-conformances and issue NCRs or observations where appropriate.
• Coordinate root cause analysis and corrective and preventive actions (CAPA) with project teams and subcontractors.
• Monitor rectification works, verify corrective actions and ensure timely closure of NCRs.
• Analyse recurring quality issues and implement preventive measures to minimise repeated defects.

4. Façade Quality Assurance and Testing

• Coordinate quality assurance activities for façade and curtain wall fabrication, delivery and installation.
• Monitor compliance with approved drawings, specifications, method statements, ITPs and project quality requirements.
• Coordinate relevant façade performance tests, including water penetration, air infiltration and structural performance testing, where applicable.
• Liaise with accredited testing laboratories and review relevant test reports and supporting documentation.
• Conduct quality process audits and follow up on deviations, incomplete records and unauthorised work or fabrication.
• Coordinate master sample approval, sample retention and site verification against approved samples.

5. BCA, CONQUAS and Quality Compliance

• Coordinate with project teams, consultants, Qualified Persons (QPs), clients and relevant authorities on project quality matters.
• Support CONQUAS assessments, Quality Mark requirements and BCA inspections where applicable to the project.
• Monitor quality benchmarks, workmanship requirements and defect rectification progress.
• Prepare monthly quality reports, quality trend analyses, CONQUAS-related records, snag lists and handover quality documentation.
• Conduct quality briefings and training for site engineers, supervisors and subcontractors on inspection procedures, documentation and workmanship requirements.

6. Subcontractor and Supplier Quality Management

• Assess subcontractors’ and suppliers’ quality capabilities and supporting documentation.
• Conduct or coordinate factory quality audits for façade component manufacturers where required.
• Monitor subcontractors’ compliance with approved procedures and project quality requirements.
• Track subcontractor quality performance and recommend corrective actions for repeated non-compliance.
