In this role, you will play a key part in overseeing on-site contractor activities and ensuring that all works are carried out safely and in compliance with approved plans and regulatory requirements.
Responsibilities
- Supervise contractors on-site for the duration of each approved road closure, ensuring all works are carried out in accordance with the approved Method Statement, Risk Assessment, and Traffic Control Plan.
- Verify that the Traffic Control Plan is correctly implemented before works commence, including the placement of advance warning signs, cones, and lighting, as well as the deployment of Auxiliary Police Officers and Safety Officers.
- Confirm that the last bus has cleared the route before road closure.
- Ensure that electrical isolation or de-energisation has been completed and certified before structural dismantling begins.
- Witness gantry dismantling and lifting operations, verifying that a PE or LE endorsed lifting plan is in place along with the requisite lifting supervisor, riggers, and signalmen, and that exclusion zones are properly maintained throughout.
- Apply the 0300 hrs decision point: where a crane cannot be set up by 0300 hrs, instruct the contractor to abort the removal, demobilise, and reopen the road accordingly.
- Monitor progress against the 0500 hrs road reopening deadline, escalating where reopening is at risk, and confirm that the carriageway is fully reinstated, swept, and reopened before the closure expires.
- Conduct safety inspections, issue stop-work instructions where unsafe conditions are observed, and document all non-conformities for follow-up action.
- Photograph site conditions before and after works, and report any damage to roads, traffic signals, street lighting, pedestrian overhead bridges, signboards, or adjacent structures.
- Submit a nightly site report to the Project Engineer covering works completed, reopening time, incidents, and outstanding items, to support weekly progress reporting under the Contract.
- Support ERP maintenance site works and related inspection duties outside the gantry removal programme, as directed.
Requirement
- Nitec, Diploma/Knowledge in Civil or Structural Engineering
- At least 5 years of field safety experience supervising roadside electrical and traffic systems and structures, with prior exposure to night works under road closure being an advantage.
- MOM-registered Workplace Safety and Health Officer (WSHO) certification is preferred, along with experience in safety audits and a working knowledge of the Code of Practice for Traffic Control at Work Zone.
- Possession of a valid Class 2 or Class 3 licence, and own vehicle, will be an advantage
