Job summary

HTX (Home Team Science & Technology Agency) seeks a senior technical leader to drive the development and management of core digital systems supporting policing operations across SPF units. You will guide the evolution of SMS-based applications, digital registry and mobile apps to ensure security and reliability for homeland security needs.

Qualifications

• Bachelor's degree in Computer Science, IT, Engineering or related STEM field.
• 5–7 years of software engineering, system architecture, or technical project management in government or enterprise settings.
• Strong knowledge of cloud tech, especially Microsoft Azure; some sovereign cloud/hybrid infra experience a plus.
• Familiarity with Singapore Government ICT policies, cybersecurity standards and data governance.
• Experience with government procurement and vendor management in public sector.
• PMI/PMBOK or Scrum/Agile certs preferred; UX and mobile app usability knowledge a plus.
• Experience with enterprise content management, workflow design, and system integration.

Responsibilities

• Lead the architecture, design, and implementation of SMS-based systems for emergency response and SPF deployment.
• Drive digital registry filing systems, document management, focusing on data integrity and workflow automation with governance compliance.
• Oversee lifecycle of Android mobile apps from concept to deployment with ongoing enhancements.
• Ensure interoperability and data flow across MHA systems and mobile platforms.
• Manage end-to-end project lifecycles with stakeholders and budgets; deliver on time and within scope.
• Develop product roadmaps and prioritisation for enterprise systems and mobile apps.
• Lead cross-functional teams and coordinate with vendors to deliver complex solutions.
