Job summary

FONG YUE DEVELOPMENT PTE. LTD. in Singapore seeks an experienced Quantity Surveyor to manage budgets, cost control, and financial reporting across projects. You will handle tendering, subcontract awards, progress claims, and final accounts, contributing to project profitability.

You will administer contracts under SIA/REDAS/PSSCOC, prepare payments to clients and consultants, and participate in project and commercial meetings, ensuring compliance with terms and company policies.

Qualifications

• Degree in Quantity Surveying, Building, or Construction Management required.
• 5–8 years of relevant experience with a main contractor in Singapore.
• Good knowledge of Singapore construction contracts (SIA, REDAS, PSSCOC).
• Experience in cost control, subcontract management and claims administration.
• Proficient in Microsoft Excel and standard contract administration practices.
• Strong negotiation, analytical and communication skills.
• Able to work independently and manage multiple tasks.

Responsibilities

• Prepare and manage project budgets, cost plans, and cash flow forecasts.
• Handle tendering works including preparation of tender documents, calling and evaluation of sub-contractor quotations.
• Source, negotiate, and award sub-contracts in accordance with company procedures.
• Prepare and assess progress claims, variation orders, and final accounts.
• Monitor project costs and identify potential cost risks and mitigation measures.
• Administer contracts in accordance with SIA / REDAS / PSSCOC standard forms.
• Prepare payment claims and certifications to clients and consultants.
• Attend project, site, and commercial meetings.
• Manage contractual correspondence and assist in claims and dispute matters where required.
• Ensure compliance with contract terms, statutory requirements, and company policies.
