Job summary

NCS Pte Ltd in Singapore is seeking a seasoned Scrum Master to champion Agile values, lead cross-functional teams, and ensure the delivery of high-quality software aligned with business and technical objectives.

You will facilitate ceremonies, remove impediments, and collaborate with the Product Owner to maintain the backlog, define sprint goals, and ensure governance and risk management across project delivery. Strong leadership and communication are essential.

Qualifications

• Diploma or Degree in Computer Science, Computer Studies, Information Technology, Engineering, or related discipline.
• Minimum 3 years hands-on experience as a Scrum Master, managing Large Scale Scrum (LeSS) or equivalent Agile frameworks.
• Minimum 7 years of experience in software design and development, with at least 3 years in Agile project environments.
• Experience developing solutions using enterprise technologies including database design, web/application servers, and network technologies.

Responsibilities

• Serve as the primary liaison between the Product Owner and the project delivery team.
• Coach and guide teams in Agile processes, Scrum ceremonies, and best practices.
• Facilitate sprint planning, daily stand-ups, sprint reviews, and retrospectives to ensure adherence to Scrum values.

Role Summary

The Scrum Master is responsible for championing Agile values and practices to ensure the delivery of high-quality software solutions that meet client specifications and align with business and technical objectives. This role involves leading and motivating cross-functional teams to foster a collaborative, high-trust environment that promotes continuous learning and operational excellence.

What will you do

Agile Leadership & Facilitation

• Serve as the primary liaison between the Product Owner and the project delivery team
• Coach and guide teams in Agile processes, Scrum ceremonies, and best practices
• Facilitate sprint planning, daily stand-ups, sprint reviews, and retrospectives to ensure adherence to Scrum values
• Act as a servant leader, removing impediments and enabling team productivity

Project Planning & Execution

• Collaborate with the Product Owner to develop and maintain the Product Backlog
• Define sprint objectives, completion criteria, and acceptance standards for each iteration
• Plan iterations and overall project schedules in alignment with stakeholder expectations
• Track and report development progress to key stakeholders using burndown/burnup charts and other Agile metrics

Delivery Management & Quality Assurance

• Ensure all deliverables meet contractual specifications and are completed on schedule
• Take full accountability for the quality of work produced by the Scrum team, including any subcontractors
• Maintain consistency and uniformity across deliverables from multiple Agile teams
• Manage client expectations and maintain strong, trust-based client relationships

Stakeholder Engagement & Governance

• Participate in all milestone reviews and governance meetings with the client
• Document and obtain written approval for all review discussions, decisions, and action items
• Provide timely escalation of risks, issues, and potential schedule slippages with recommended mitigation strategies
• Ensure compliance with confidentiality, security protocols, and regulatory requirements (including the Official Secrets Act where applicable)

Documentation & Reporting

• Maintain comprehensive records of all development and maintenance activities
• Prepare and submit progress reports, meeting minutes, and project documentation as required
• Ensure proper version control and traceability of all project artefacts
• Adapt reporting formats and frequency based on client requirements

Team Development & Communication

• Coach, train, and mentor team members on Agile methodologies and technical practices
• Facilitate knowledge sharing and continuous improvement within the team
• Communicate clearly and effectively (both written and verbal) with technical and non-technical stakeholders at all levels
• Identify training needs and ensure team members receive relevant upskilling opportunities

Qualifications

The ideal candidate should possess

Education

• Diploma or Degree in Computer Science, Computer Studies, Information Technology, Engineering, or related discipline

Experience

• Minimum 3 yearsof hands-on experience as a Scrum Master, managing Large Scale Scrum (LeSS) or equivalent Agile frameworks
• Minimum 7 yearsof experience in software design and development, with at least3 years in Agile project environments
• Proven track record managing systems of similar scale, scope, and complexity
• Experience developing solutions using enterprise technologies including database design, web/application servers, and network technologies

Skills & Competencies

• Strong understanding of the Scrum framework and ability to train others in Agile principles
• Excellent communication, coordination, facilitation, and negotiation skills
• Demonstrated supervisory and leadership capabilities
• Ability to lead, develop, and maintain respectful and trusting relationships
• Strong problem-solving skills and ability to manage ambiguity
• Experience with user stories and user experience (UX) focused projects is advantageous

Citizenship

• Must be a Singapore Citizen (due to project sensitivity and security requirements)

Professional and/or Technical Certifications

Preferred

• Agile certifications:Certified Scrum Master (CSM), Certified Scrum Professional (CSP), Professional Scrum Master (PSM), Professional Product Owner (PPO), or PMI Agile Certified Practitioner (PMI-ACP)
• Project management certifications: PMP, CITPM, or PRINCE2 will be an advantage

Note

Certification is preferred but not mandatory; equivalent demonstrated experience managing Scrum or Agile teams will be considered.
