Job summary

HTX Central Procurement Office (CPO) in Singapore seeks a procurement professional to develop strategies, manage tenders, and optimize supplier performance for MHA Home Team requirements. You will prepare tender documentation, advise HTX divisions on sourcing and contract management, conduct spend analyses, and share lessons learned through forums and internal courses.

Applicants with public sector experience and interest in AI tools are preferred; this is a two-year contract with performance

Qualifications

• Possess a tertiary qualification. Candidates with procurement experience and/or experience in the Public Sector with knowledge on Government Procurement procedures, will be preferred.
• Keen interest in developing as a procurement professional

• Strong analytical and communication skills
• Must be able to work well in a team
• Experience with AI tools or keen to learn and apply AI technologies to improve procurement workflows and decision-making

Responsibilities

• Prepare tender documentation and manage the tendering and award process using Government’s electronic procurement system.
• Provide professional advice on sourcing, contract management and supplier management practices.
• Conduct spend analysis to formulate long term procurement strategies.
• Capture lessons learnt as case studies and share at forums or trainings.
• Undertake other ad-hoc initiatives and projects as assigned.

The successful job holder will join a team of procurement professionals at HTX Central Procurement Office (CPO) which is responsible for the procurement of a wide range of goods and services for all MHA Home Team Departments (HTDs) and HTX requirements.

What You Will Be Working On

The job holder will be responsible for the following:

• Work closely with the HTX divisions, MHA Home Team Departments (HTDs) and MHA HQ (MHQ) in developing appropriate procurement strategies / approaches to achieve effective procurement in supporting the departments’ operations.
• Prepare tender documentation and manage the tendering and award process using Government’s electronic procurement system, to ensure timeliness of procurement and contract implementation.
• Provide professional advice to HTX divisions, HTDs and MHQ division on best practices in sourcing, contract management and supplier management practices.
• Conduct spend analysis on procurement data to formulate long term procurement strategies for better management of procurement for effective procurement.
• Capture lessons learnt as case studies including good practices and irregularities and present at procurement Community of Practice forums and / or in-house courses for sharing and learning.
• Other ad-hoc initiatives and projects may be assigned.

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
