Job summary

Sembcorp Industries Ltd is seeking an Assistant Manager/Manager, Procurement & Contracts Management to support end-to-end procurement, cost estimation and contract administration for industrial park, warehouse, logistics, manufacturing and infrastructure developments.

Candidate should have a degree in Quantity Surveying or related field and a minimum of 8 years' experience in design & build, tender management and cost planning.

Qualifications

• Bachelor-level degree in Quantity Surveying, Construction Management or related field.
• Experience in warehouse, logistics, manufacturing or industrial facilities.
• Strong knowledge of Design & Build and pre/post-contract activities.
• Proven track record in cost estimation, budgeting and tender management.
• Fluent in procurement policies and contract administration.
• Excellent negotiation and communication skills.
• Ability to manage multiple projects and maintain governance.

Responsibilities

• Develop procurement strategies for development projects and manage end-to-end tendering.
• Prepare tender schedules, RFPs and procurement plans.
• Coordinate evaluations and negotiations with tenderers.
• Review contracts (FIDIC/DBB/consultancy) and administer contract changes.
• Monitor budgets, forecasts and cost control across projects.
• Prepare monthly commercial reports and cost risk assessments.
• Ensure compliance with procurement policies and governance requirements.
• Maintain vendor databases and perform market intelligence.
• Support feasibility studies and business cases with cost information.
• Collaborate with Design, Construction Management, Finance and Legal teams.
