Job summary

Ministry of Education in Singapore seeks a Senior Pre-school Education Officer to support MOE Kindergartens (MKs) development and management. Qualifications

• At least 4 years of leadership experience in preschool/education sector.
• Classroom teaching experience with sound understanding of early childhood pedagogy.
• Experience in supporting or leading professional development for educators.
• Experience in centre operations, quality assurance and programme implementation.
• Strong communication and interpersonal skills; ability to work independently and collaboratively.

Responsibilities

• Translate MOE policies into practical plans for implementation across MK centres.
• Work with centre leaders to ensure consistent programme delivery aligned with educational goals and quality standards.
• Mentor centre leaders and teacher leaders in instructional leadership, professional development and centre operations.
• Identify and nurture emerging leaders and teacher leaders to strengthen the leadership pipeline within MKs.
• Support innovative pedagogical approaches and share best practices across MKs to foster collaborative learning.
• Provide operational support to MK centres and address day-to-day challenges in programme delivery and operations.
• Contribute to self-evaluation, improvement frameworks, quality reviews and data analysis for improvement plans.
• Engage stakeholders and community partners; participate in professional learning communities.

Job description

What the role is:

As a Senior Pre-school Education Officer at Pre-School Education Branch, Schools Division, you will play a key role in supporting the development and management of MOE Kindergartens (MKs). Working closely with senior leadership, MK centre leaders and educators, personnel from relevant MOE Headquarters (HQ) divisions, and various stakeholders in the pre-school sector, you will contribute to the implementation of MOE policies, support the professional development of educators and leaders, and help ensure the consistent delivery of quality preschool education across centres.Your role involves supporting innovation in pedagogical practices, strengthening leadership and operational capabilities at the centre level, and fostering a collaborative culture of continuous improvement. Through your contributions, you will help build a strong foundation for quality early childhood education in Singapore.Depending on organisational needs, role requirements, and your suitability, you may be deployed to a leadership position within an MOE Kindergarten over the course of your appointment.

What you will be working on:

1. Support Strategic Implementation and Centre Development
   • Translate MOE policies into practical plans for implementation across MK centres.
   • Work with centre leaders to ensure consistent programme delivery aligned with educational goals and quality standards.
2. Develop Centre and Teacher Leadership
   • Support the mentoring of centre leaders and teacher leaders in areas including instructional leadership, professional development, and centre operations.
   • Assist in identifying and nurturing emerging leaders and teacher leaders to strengthen the leadership pipeline within MKs.
3. Drive Innovation and Programme Development
   • Support the implementation of innovative pedagogical approaches and best practices within MKs, and assist individual MKs in identifying and developing their unique niche areas.
   • Contribute to the sharing of innovative practices and resources across MKs to foster a culture of collaborative learning and provide on-the-ground support for the implementation and monitoring of new initiatives.
4. Support Operational Management and Quality Assurance
   • Provide operational support to MK centres, work with centre leaders to address day-to-day challenges related to programme delivery and centre operations.
   • Support the implementation of self-evaluation and improvement frameworks, contribute to quality reviews, , and contribute to the analysis of data, parent surveys, and quality review findings to inform centre improvement plans.
5. Engage Stakeholders and Community Partners
   • Support stakeholder communication efforts specific to MK programme, operations and service delivery.
   • Participate in professional learning communities and sector platforms to keep abreast of developments and share good practices within MKs and in the sector.

What we are looking for:

• Experience
  • At least 4 years of experience in a leadership role within the preschool or education sector, demonstrating:
  • Classroom teaching experience with a sound understanding of early childhood pedagogy and programme delivery.
  • Experience in supporting or leading professional development efforts for educators or centre staff.
  • Experience in centre operations, quality assurance and programme implementation.
• Skills and Competencies
  • Strong understanding of early childhood pedagogy, the Nurturing Early Learners Framework and curriculum design, and centre programme operations, complemented by strong communication and interpersonal skills.
  • Demonstrated facilitation, coaching, and mentoring capabilities with ability to work both independently and collaboratively.
  • Able to manage multiple responsibilities and priorities in a dynamic environment.
  • Possesses a professional certification or training in areas such as leadership, curriculum design, coaching, or educational innovation will be an advantage but is not required.
