Job summary

National University Health System (NUHS) invites applications for a Senior Manager, Precinct Planning & Development, PHCC. The role leads planning and delivery of Healthy Precincts, translating strategy into local plans while building strong partnerships across healthcare, government and community partners.

The position requires extensive experience in strategy execution, programme management, and people leadership.

Qualifications

• Bachelor’s degree in any discipline; a qualification in public health, healthcare management, social sciences, community development, business or public policy is advantageous.
• At least 12 years of relevant experience in strategy implementation, programme or portfolio management, stakeholder engagement, partnership management, healthcare operations, community development or a related field.
• At least 5 years of formal people-management experience, including responsibility for staff performance, development and delivery through a team.
• Demonstrated experience leading a substantial portfolio of concurrent programmes or initiatives.
• Proven ability to lead complex, multi-stakeholder work from planning through implementation, performance review and improvement.
• Experienced in engaging senior internal and external stakeholders and resolving implementation barriers without relying solely on formal authority.
• Experience in Singapore’s healthcare, community care, public sector, social sector or cross-sector partnership landscape is advantageous.

Responsibilities

• Lead the development and review of Community Health Plans for assigned portfolio of Healthy Precincts, in line with NUHS, national and local priorities.
• Translate the NUHS Healthy Precinct strategy, operating framework and population health priorities into clear locality-specific objectives, plans and interventions.
• Integrate population health, healthcare utilisation, service, asset and community insights to identify local needs, priority population segments, service gaps and opportunities.
• Guide the development of theories of change, implementation plans and outcomes frameworks for assigned precincts and initiatives.
