Who We Are
Singapore Pools was established by the Singapore government on 23 May 1968 to provide safe and trusted betting to counter illegal gambling. As a not-for-profit organisation, it makes contributions to the Tote Board to fund a wide range of causes in social service, community development, sports, arts, education and health sectors.
Since 2004, over $5 billion have been channelled to the Tote Board. In addition, Singapore Pools also contributes about $2 billion annually to the Government in the form of taxes and duties. Its responsible gaming practices have been awarded the highest level of certification (Level 4) by the World Lottery Association’s Responsible Gaming Framework since 2012.
Since inception, Singapore Pools’ staff have a long-standing commitment to doing good and giving back to those in need. Staff volunteers support activities held all year round, from helping disadvantaged children, youth-at-risk, underprivileged families, and elderly, to conserving the environment.
Job Purpose
Reporting to the Director, Transformation Program Office, the incumbent will oversee a team comprising Data Engineers, Insights Engineers, and Data Governance specialists.
In this role, you will be accountable for both the technical delivery of data and analytics capabilities and the organizational management of your team — setting direction, developing talent, and driving a high-performance culture aligned with Singapore Pools' strategic goals. You will partner closely with business stakeholders across the organization to translate data needs into scalable, governed, and insight-driven solutions.
This is a hands-on leadership role that combines technical credibility with strong people management skills. The ideal candidate is an empathetic leader who can coach individuals, manage performance, and build team cohesion — while staying deeply engaged with the data and analytics domain.
What You'll Do
- Oversee the design, development, and operation of scalable data pipelines, data lake architecture, and integration platforms across Singapore Pools' data estate.
- Ensure the team delivers high-quality ETL solutions that support real-time and batch data needs across product, customer, finance, and compliance domains.
- Drive adoption of best practices in data modelling, pipeline observability, testing, and version control across the engineering sub-team.
- Provide technical guidance on cloud data platforms (e.g., ADLS, Snowflake) and evaluate emerging tools and technologies for applicability to Singapore Pools' context.
Insights Engineering & Analytics
- Lead the Insights Engineering function in designing and delivering self-service analytics, dashboards, and data products that enable data-driven decision-making across the business.
- Collaborate with business stakeholders to identify reporting and analytics requirements, and translate these into governed, reusable data assets.
- Champion a product mindset within the insights sub-team — ensuring solutions are user-centric, iterative, and aligned with business outcomes.
- Oversee the quality and accuracy of insights delivered, instituting peer-review and sign-off processes for high-impact analytics outputs.
Data Governance & Quality
- Provide leadership and direction to the Data Governance function, ensuring that data policies, standards, metadata management, and data lineage practices are consistently implemented across the organization.
- Partner with the Enterprise Architecture and Risk & Compliance teams to embed data governance controls within project delivery and operational workflows.
- Drive a culture of data ownership and accountability — working with Data Owners and Data Stewards across business units to enforce data quality standards.
- Ensure the team's governance practices align with Singapore Pools' Data Management Policy, Data Governance Framework, and applicable regulatory requirements (e.g., PDPA).
Stakeholder Management & Advisory
- Serve as the primary point of contact for data, insights, and governance matters across the Business Technology Division and key business units.
- Build and maintain trusted relationships with senior stakeholders, business heads, and cross-functional technology teams to understand priorities and align delivery roadmaps.
- Represent the team in governance forums, architecture review boards, and leadership meetings — communicating progress, risks, and strategic recommendations with clarity.
- Provide subject-matter advisory to senior leadership on data strategy, platform decisions, and capability investments.
- Set a clear team vision, objectives, and delivery priorities that are aligned with the Transformation Program Office's roadmap and Singapore Pools' strategic goals.
- Cascade organizational direction and translate divisional strategies into actionable, executable goals for each sub-team and individual contributor.
- Foster a psychologically safe and inclusive team culture in which members are encouraged to voice ideas, raise concerns, and learn from setbacks.
- Model the leadership behaviors and values expected under the SPPL Leadership Competency Framework, including resilience, personal mastery, and critical thinking.
Who You Are
- Bachelor's Degree or higher in Computer Science, Information Systems, Data Science, Engineering, or a related discipline.
- Professional certification in data management, analytics, or project management is advantageous (e.g., CDMP, PMP, AWS/Azure Data Engineer, Databricks Certified Associate).
- Minimum 10 years of progressive experience in data engineering, analytics, or data management, with at least 5 years in a team lead or managerial capacity.
- Demonstrated experience managing a multidisciplinary data team, including setting direction, conducting performance reviews, and developing talent.
- Proven track record of delivering end-to-end data and analytics programs in large-scale, enterprise environments.
- Prior experience working in regulated industries such as financial services, gaming, government, or public sector is advantageous.
- Strong working knowledge of data engineering concepts — including data pipeline design, ETL/ELT patterns, data lake/lakehouse architectures, and cloud data platforms (e.g., Azure, Databricks, AWS).
- Solid understanding of analytics and business intelligence tools and platforms (e.g., Power BI, Tableau, SQL-based reporting).
- Familiarity with data governance principles, data cataloguing, metadata management, and data quality frameworks.
- Working knowledge of data management platforms such as Alation, Collibra, or Microsoft Purview is an advantage.
- Appreciation of data architecture concepts including data modelling, master data management, and enterprise data standards.
- Strong leadership and people management skills — able to motivate, coach, and develop a diverse team across multiple technical disciplines.
- Excellent stakeholder management and communication skills — able to engage confidently with senior business and technology leaders.
- Collaborative and consultative working style; effective at influencing across team boundaries without direct authority.
