Job summary

GovTech in Singapore seeks an IT Audit Manager to lead IT audits, oversee outsourced engagements, and drive audit transformation using AGEM, Python, and GenAI. You will develop work plans, supervise testing, and coordinate with stakeholders to meet regulatory requirements.

The role involves collaborating with MOE statutory boards, advancing IM8 data management, and delivering executive summaries to the Audit Committee. Strong communication and leadership are essential.

Qualifications

• Degree in IT discipline, or equivalent.
• CISA and cloud security certifications.
• Minimum 8 years IT audit/compliance management.
• Audit experience and knowledge relating to cyber security, network and infrastructure, cloud security and virtualisation would be a plus.
• Experience leading audits and fieldwork; knowledge of regulatory compliance and internal controls.

What you will be working on

This IT Audit Manager will be part of the Ministry’s Internal Audit Branch (IAB) and be responsible for leading/executing and managing IT audit assignments, overseeing outsourced IT audit engagements and contributing to IAB’s audit transformation initiatives by being involved in the exploration, development and implementation of IT tools and systems (e.g. AGEM, python, LLM, GenAI etc).

The responsibilities include:

• Oversee the execution of IT audits of pertinent IT programs and systems with a focus on ensuring they adhere to all safety, security protocols, applicable rules, and regulations.
• Develop the IT audit workplan in accordance with prevailing rules, regulations, and audit requirements, working closely with stakeholders.
• Develop and/or supervise IT audit procedures and processes, may perform IT control testing and risk assessments where necessary.
• Manage outsourced IT audits, including VAPT where necessary, from Procurement of audit services, audit planning to completion and payment verification.
• The role includes taking on the role of IT Audit Point in Contact, being the 1st escalation point of contact for outsourced IT auditors and auditees to resolve any engagement issues, participating in Audit Planning, issue discussion, and opening/closing audit meetings and other meetings assessed necessary.
• Summarize results of IT audits for management reporting including proper disposition of test exceptions and preparing Executive Summaries and supporting reports on IT audits for presentation at Audit Committee Meetings
• Monitor and follow up on the implementation status of past IT audit issues to ensure timely and effective closure, and provide regular status updates to the Audit Committee on outstanding matters and closure achievements
• Recommend improvements to IT security and controls, governance, and risk management processes to the organisation.
• Coordinate with DXD/ IT departments of respective MOE Statutory Boards and relevant system owners to facilitate a smooth audit process, minimize operational disruption and ensure timely audit completion.
• Contribute to integrated audits Leverage on his/her experience to contribute to Internal Audit transformation for the branch (e.g. onboard of AGEM, Continuous Auditing, etc) and to advise on how to operationalise IM8 requirements e.g. data management and storage

What we are looking for

• Degree in IT discipline, or equivalent.
• Possess related professional certifications such as Certified Information Systems Auditor (CISA) and cloud security certification.
• Minimum 8 years in IT audit and/or compliance management. Audit experience and knowledge relating to cyber security, network and infrastructure, cloud security and virtualisation, application security and development, data privacy and protection, and/or business continuity and disaster recovery would be a plus.
• Prior experience leading audits and conducting audit fieldwork and has good working knowledge and understanding of regulatory compliance, governance and internal controls.Experience in the use of data analytics in fieldwork would be preferred.
• Strong understanding of technology, IT management processes, technology risks and internal controls. Have basic understanding in prompt engineering and constant use of AI in delivery of the work.
• Able to deliver quality and thorough work, with eye for details.
• Good written and verbal communication and presentation skills.
