Job summary

GovTech Singapore is seeking an experienced information security and IT compliance professional to lead second-line risk oversight and policy alignment across the agency. You will implement automated data extraction tools, conduct independent risk assessments, and drive enhancements to IT compliance in line with evolving standards.

You will work with cross-functional teams to monitor security policies, support training initiatives, and communicate findings to executives.

Qualifications

• Degree in Computer Science, Information Systems, Engineering or equivalent.
• Strong interpersonal and stakeholder management skills.
• Ability to work with cross-functional teams to formulate, institute and monitor security policies and procedures.
• 8+ years of experience in information security, ICT operations and governance.
• Knowledge of IT compliance and governance management (principles and practices).
• Experience in policy compliance, risk assessment, network design, cloud hosting design (AWS/Azure/Google).
• Familiarity with IM8/NIST/ISO27001/2 standards and AI tools/workflow systems.
• Confident public speaking and executive communication.

[What you will be working on]

• Conduct systematic monitoring and assessment of First Line of Defence risk controls to identify compliance gaps, ensuring timely escalation and intervention through comprehensive second-line oversight and independent evaluation.
• Implement and optimise automated data extraction tools and compliance monitoring systems to enhance the effectiveness of second-line IT compliance checks, ensuring adherence to organisational policies and regulatory standards.
• Conduct the review and alignment of IM8 policy implementation across the agency, collaborating with stakeholders to ensure smooth policy transformation whilst managing deviation approvals and maintaining comprehensive documentation.
• Provide and advise independent risk assessments and proactive risk resolution through detailed findings and recommendations.
• Continuously enhance IT compliance processes and procedures by staying current with regulatory developments and emerging compliance tools, ensuring policies remain aligned with evolving standards and requirements.
• Assist in providing targeted training programmes and awareness initiatives on risk and compliance topics, including leading specialised events such as ISTD Compliance Day to build organisational capability in standards compliance.
• Deliver management updates promptly to ensure swift action is taken as soon as gaps are identified.

[What we are looking for]

• Degree in Computer Science, Information Systems, Engineering or equivalent
• Strong interpersonal and stakeholder management skills
• Ability to work with cross-functional, multi-disciplined team to formulate, institute and monitor security policies and procedures
• At least 8 years of experience related to information security and solid grasp of ICT operations, security policies, business processes and the relationship between them.
• Knowledge of IT compliance and governance management (principles and practices)
• Experience in one or more of the following areas will be an advantage; policy compliance and governance, risk assessment, solutioning, network design, application development, Internet of Things, cryptography, hardware design protection, mobile application/device management, cloud hosting design and implementation in AWS/Azure/Google, DevSecOps consulting, design and implementation of CI/CD pipelines, etc.
• Knowledge and experience of IM8/NIST/IS0 27001/2 policies /standards
• Knowledge in AI tools, workflow system
• Confidence in public speaking and executive communication.
