Job summary

Standard Chartered Bank in Singapore seeks an experienced stress testing professional to support Group FP&A and CIB risk operations. The role focuses on enterprise stress testing, ICAAP, and regulatory exercises, with involvement across SCB Group entities as needed.

You will oversee EAD/PD/LGD/ECL projections, engage with CRO teams, and ensure governance and data quality in a fast-paced regulatory environment.

Qualifications

  • Understanding of regulatory stress testing such as ICAAP and Recovery Plan.
  • Experience with IFRS 9, Basel IRB and balance sheet knowledge.
  • Strong communication and presentation skills with senior stakeholders.

Responsibilities

  • Support CIB on Enterprise Stress Testing and scenario analysis
  • Engage with Product Heads and CRO team to review stress test results and advise on impacts
  • Cover all CIB products including structured finance
  • Drive credit risk projections on EAD, PD, LGD, ECL, LI and RWA
  • Socialise results with stakeholders through reviews and challenge processes
  • Present results for forums and committees (CIB Stress Testing Forum, Group Stress Testing Forum, Group Risk Committee)
  • Support data providers on data quality and granularity improvements
  • Support model owners on model life cycle activities (change management, development, testing, validation, monitoring)
  • Develop awareness of Group business strategy to support Stress Testing
  • Define and roll out enhanced stress testing operating model, governance and system solutions
  • Maintain awareness of wider business and regulatory environment
  • Identify regulatory non-compliance issues and propose solutions
  • Ensure robust model risk governance in stress testing
  • Assess assumptions underlying global models and appropriateness of overlays
  • Interpret regulator requirements and expectations for stress testing exercises
  • Lead comprehensive analysis to identify areas for improvement
  • Support audit and regulatory inquiries related to Stress Testing
  • Uphold Group values and conduct standards

Job description

Job Summary

This is a stress testing role that sits within Group FP&A. Stress testing is a comprehensive process that evaluates the capital adequacy and liquidity position of a bank under a severe but plausible stress scenario. This role would focus primarily at SCB Group , with need to get involved in other entities’ stress tests when required. Stress testing at SCB Group Singapore entity covers important regulatory exercises annually such as ICAAP, BOE stress test , Recovery Plan Stress Test, Climate Stress tests as well as management stress tests. The scope for this role is Corporate and Investment Banking (“CIB”) and the coverage is on credit risk.

Key Responsibilities
  • Support CIB on Enterprise Stress Testing and scenario analysis
  • Engagement with Product Heads and CRO team to review stress test results and provide advisory on the impact of stress for the respective products and CIB collectively
  • Product coverage includes all CIB products including structured finance
  • Drive credit risk projections on EAD, PD, LGD, ECL, LI and RWA
  • Socialise results with stakeholders through a robust review and challenge process
  • Analyse and present results for forums and committees (CIB Stress Testing Forum, Group Stress Testing Forum, Group Risk Committee).
  • Support data providers on data quality issues and enhancement of data granularity
  • Support model owner(s) on model life cycle activities (change management, development, testing, validation, monitoring, etc)
Risk Management
  • Develop a keen awareness and understanding of the Group’s business strategy and model to support Stress Testing.
  • Support the definition and roll out of enhanced stress testing operating model, governance and system solutions
  • Maintain awareness and understanding of the wider business, economic and market environment in which the Group operates
  • Identify, within stress testing activities, operational risk issues and areas of non-compliance with internal or external regulations and requirements and propose solutions and escalate appropriately to ensure appropriate control framework is in place.
  • Ensure adequate model risk governance is followed in adopting stress testing models.
  • Assess fundamental assumptions underlying global models; assess whether model overlays are appropriate given business and regulatory contexts, and are appropriately applied into central stress testing platform
Governance
  • Ensure regulatory stress testing governance requirements are fulfilled, particularly with respect to industry wide stress tests, ICAAP and Recovery Plan exercises.
  • Interpret requirements, expectations, and observations from regulator in relation to stress testing exercises.
  • Direct comprehensive analysis throughout the year to identify areas for improvement.
  • Participate in and provide ongoing support to audit and regulatory reviews and inquiries in relation to Stress Testing.

  • Strong written and verbal communication skills including the ability to effectively communicate and collaborate with various cross functional teams at all levels. Confidence in communication with senior management and in senior committees on Stress Test matters;
  • Demonstrated ability for problem solving, working independently and attention to detail; Ability to use discretion and independent judgments; Ability to understand impacts of adverse economic and market scenarios;
  • Ability to facilitate discussions and conduct working group meetings;
  • Dedicated to information integrity and to producing high quality and insightful output and hitting deadlines where applicable; and
  • Ability to manage multiple tasks successfully and efficiently in a fast paced, regulatory driven environment. Experienced in project management
  • 10+ years experience in Banking industry;
  • Demonstrate knowledge of regulatory stress testing such as ICAAP or Recovery Plan;
  • Prior experience in Finance / Risk / Compliance/Audit/Governance and/or change management will be preferred;
  • Understanding of financial reporting systems and standards (including IFRS 9), and / or project management / technology change preferred; and
  • Degree in a numerate discipline (e.g. statistics, economics, mathematics or financial engineering)
  • CFA, FRM and PRM will be considered favourably
