Job summary

Singapore University of Technology and Design (SUTD) invites applications for a Senior Manager (Mechanical & Electrical) to lead the M&E team and oversee the performance, reliability and lifecycle of critical campus infrastructure.

You will drive maintenance strategies, manage contracts, and ensure compliance with safety and regulatory standards to support the university's evolving needs.

Qualifications

• Bachelor's degree in Mechanical Engineering, Electrical Engineering or Building Services.
• At least 10 years of relevant experience, including 5+ years in a management capacity.
• Proven experience leading and developing an M&E or Facilities Management team.
• Strong experience managing complex M&E infrastructure and FM operations.
• Experience in Integrated Facilities Management (IFM) and performance-based contracts.
• Fire Safety Manager (FSM) certification.
• Strong knowledge of Singapore's Codes of Practice and regulatory requirements.
• Strong people leadership, stakeholder management, communication and collaboration skills.
• Experience in a university, polytechnic, healthcare, high-tech research or complex public infrastructure environment will be highly regarded.
• LEW Grade 7/8, SCEM, Green Mark Manager or Water Efficiency Manager certifications are advantageous.

Responsibilities

• Lead, guide and develop the M&E team, setting priorities and strengthening capabilities.
• Oversee the operations, maintenance and reliability of campus-wide M&E systems (ACMV, electrical, fire protection, lifts, plumbing).
• Drive preventive, predictive and corrective maintenance strategies to optimise asset lifespan.
• Lead fault response and emergency restoration to minimise disruption to campus operations.
• Develop long-term asset renewal, lifecycle replacement and capex plans.
• Use asset data to identify risks and prioritise maintenance and replacement strategies.
• Strengthen asset management practices and maintain accurate asset information.
• Manage M&E contracts, SLAs, KPIs and vendor performance.
• Develop technical specifications and lead evaluations for tenders and maintenance contracts.
• Drive performance reviews, audits and cost-benefit analyses to enhance service quality.
• Work with FM partners, contractors and consultants to uphold safety and quality standards.
• Identify opportunities to improve system performance, energy efficiency and utility management.
• Implement practical optimisation measures to enhance operational efficiency.
• Use data and technology to support informed decision-making and continuous improvement.
• Ensure compliance with statutory, safety and regulatory requirements; oversee annual electrical shutdowns.
• Partner project teams on testing, commissioning and handover of new facilities.
• Drive defects management and resolution during the Defects Liability Period.
