Job summary

Agency for Integrated Care (AIC) in Singapore is seeking an experienced senior IT leader to design and drive business IT plans that enable access to subsidised care products. You will translate policy intent into user stories and coordinates cross-functional teams to optimize journeys for care recipients, caregivers, and providers.

You will partner with IT to implement governance, security, and data governance for subsidies schemes, while delivering change management initiatives and insightful

Qualifications

• Degree in any discipline; 10+ years in business IT systems implementation, operations, and project management.
• Strong governance, platform management, and user journey optimisation experience.
• Experience in complex, matrixed or public-sector environments with multiple stakeholders.
• Proven ability to use data and insights to inform strategy and decisions.
• Ability to multi-task in evolving environments with analytical, problem-solving, and PM skills.
• Self-motivated, adaptable, comfortable managing change and ambiguity.
• Strong interpersonal and stakeholder management skills with strategic judgement and systems thinking.

Responsibilities

• Lead, develop and execute business IT plans and user journeys to enable access to subsidised care products and services.
• Identify opportunities to apply technologies and data sources to improve user journeys for care recipients, caregivers, providers and AIC.
• Partner IT teams to implement policies, procedures and best practices to enhance security, compliance and efficiency.
• Ensure systems are thoroughly tested and enable governance and operations of subsidised schemes administration.
• Lead team to implement change management initiatives for system enhancements.
• Oversee data analysis to draw insights for management reporting and governance of subsidies schemes data governance.
