Job summary

regtech insight pte. ltd. in Singapore seeks an accomplished IT Project Manager with 10+ years in Banking/Financial Services technology projects to lead large-scale programs.

You will oversee end-to-end delivery across requirements, planning, budgeting, resourcing, SIT/UAT, deployment, and production rollout, managing 50+ technical resources across multiple vendors, while upholding PMO governance and regulatory compliance.

Qualifications

• Bachelor's degree in Computer Science or IT or equivalent.
• 10+ years of IT project management experience in Banking/Financial Services.
• Experience leading large-scale enterprise IT programs with budgets of USD 10–20M+.
• Hands-on end-to-end delivery across all project phases.
• Proven multi-vendor management with 50+ technical resources.
• Strong PMO governance including RAID logs, risks and issues.
• Financial management including budgeting, burn rate and reporting.
• Vendor, contract and procurement management experience.
• Familiarity with security, regulatory compliance and audits.
• Proficient with Jira, MS Project, SharePoint/Confluence and Clarity.

Responsibilities

• Lead end-to-end project delivery across requirements, planning, budgeting, resourcing, development, SIT, UAT, deployment and production rollout.
• Manage 50+ technical resources across multi-vendor teams and forecast capacity.
• Establish PMO governance with RAID, risks, issues, and dependency management.
• Monitor budgets, burn rate, invoicing and financial reporting to leadership.
• Oversee vendor contracts, SOWs, SLAs and procurement activities.
• Ensure Banking IT security, risk, regulatory compliance and audits are addressed.
• Deliver status updates to Senior Management and CIO/CTO-level stakeholders.

Job Description & Requirements

• 10+ years of IT Project Management experience, with significant experience in Banking / Financial Services technology projects.
• Proven experience managing large-scale enterprise IT projects/programmers with budgets of USD 10 to 20M+ and multiple technology workstreams.
• Strong hands-on experience in end-to-end project delivery covering requirements, planning, budgeting, resource allocation, development, SIT, UAT, deployment and production rollout.
• Experience managing 50+ technical resources / multi-vendor teams, including demand-supply planning, capacity management and resource forecasting.
• Strong PMO governance experience covering RAID logs, risks, issues, dependencies, mitigation plans, project controls, audit and compliance.
• Demonstrated experience managing project financials, including budget forecasting, burn rate, cost optimization, variance analysis, invoicing and financial reporting.
• Proven experience in vendor and commercial management, including SOW, SLA, contract management, vendor negotiations and procurement.
• Strong understanding of Banking IT security, risk management, regulatory compliance and internal/external technology audits.
• Hands-on experience managing Agile and Waterfall delivery, including Jira/Kanban, sprint governance, project planning and delivery tracking.
• Experience presenting project status, financials, risks and delivery performance to Senior Management, Steering Committees, CIO/CTO-level stakeholders and QBR forums.
• Strong experience with MS Project, Jira, SharePoint/Confluence and enterprise project/financial management tools such as Clarity or equivalent.
• Candidates must have a bachelor’s degree in computer science / information technology or equivalent and demonstrable experience managing complex technology projects.
