What you will be working on:
We build leadership capability and support the development of talents across HTX, while ensuring that officers are supported through sound, timely, and well-administered benefits. The role focuses on ensuring HR programmes and benefits are executed accurately, efficiently, and in compliance with established policies and procedures, while delivering a positive experience for employees and scholars. In addition to core administrative responsibilities, the role offers developmental stretch opportunities for candidates who are keen to learn, through involvement in process streamlining and digitalisation initiatives under guidance.
Job Responsibilities
- Sponsorship & Scholarship
- Support sponsorship and scholarship cycles for in-service Xponents, including application processing, interview coordination, and scheduling of briefing sessions on Sponsorship Agreements with awarded trainees and their sureties.
- Support pre-service HTX Scholarships by processing, updating, and tracking invoices and payments to scholars and educational institutions.
- Liaise with pre-service scholars on administrative and operational matters, including responding to queries relating to scholarship coverage, payments, and documentation, in accordance with established policies.
- Coordinate with internal stakeholders and external institutions to resolve operational issues and ensure timely support to scholars.
- Leadership & Talent Training Administration
- Handle course registration, coordination, invoice verification, and payment processing for leadership and talent development programmes and milestone courses.
- Maintain accurate training records and documentation related to leadership and talent development.
- Liaise with training providers and internal stakeholders to support the smooth delivery of leadership and talent programmes.
- Benefits & Staff Administration
- Support vaccination-related administrative processes for staff.
- Support insurance coverage administration, including preparing eligibility lists, ensuring timely submission to relevant ministry counterparts, and liaising with vendors or stakeholders where required.
- Support the procurement and disbursement of life-event gifts (e.g. marriage), including preparing eligibility lists, coordinating procurement, and ensuring timely distribution.
- Finance, Procurement & Vendor Coordination
- Carry out required actions in line with procurement and finance processes to enable vendors to submit billings to HTX.
- Verify invoice details to ensure accuracy and timely payment.
- Liaise with external vendors, staff, and internal stakeholders as needed.
- Maintain proper documentation and audit trails for all transactions.
- Process Improvement, Digitalisation & Data Support (Developmental Stretch)
- Assist in the documentation and streamlining of HR operational processes to improve efficiency and consistency.
- Learn to identify recurring operational issues and provide observations or suggestions to HR Digitalisation leads on potential process or system improvements.
- Support basic data gathering and compilation for HR reporting purposes.

- Strong organisational skills and attention to detail, particularly in handling documentation, invoices, and multiple concurrent workflows.
- Clear and professional communication skills when liaising with employees, scholars, vendors, and internal stakeholders.
- Ability to coordinate across multiple parties and follow through to resolution.
- Comfortable working with HR systems, digital tools, and basic data tracking.
- Willingness to learn and contribute beyond core administrative duties where opportunities arise.
- Able to manage competing priorities in a fast‑paced environment while maintaining accuracy and timeliness.
- Genuine interest in supporting people programmes and contributing to a positive employee and scholar experience.
All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
