Job description

The Central Regional Office (CRO) is the operational arm of the Environmental Public Health Group, handling a diverse range of environmental public health functions across Singapore.

Responsibilities

As a Senior Executive/Executive, you will support the Section Lead in managing arborist and landscaping contracts and operations at NEA's closed cemeteries. You will work closely within a team, alongside other NEA departments, partners, and various government agencies and bodies.

• Coordinate with arborist and landscaping contractors to ensure works are followed up promptly and are in compliance with contract requirements, including tree planting, pruning, removal, and transplanting.
• Track works progression and ensure reports are submitted in accordance with scheduled timelines.
• Work with relevant agencies and stakeholders on tree-related works.
• Issue Purchase Orders (POs) to contractors and conduct site verification on works done and managing payments accordingly.
• Consolidate, update, track, and maintain a centralised inventory database to ensure accurate and current records.
• Conduct regular Workplace Safety and Health (WSH) meetings and toolbox sessions to uphold on-site safety standards.
• Attend, investigate, and resolve feedback and complaints from members of public and stakeholders, including issues related to trees and greenery, in a timely and professional manner.
• Provide advisory input on the development of new arborist and landscaping contracts, including defining scope of works, service standards, and key performance indicators (KPIs).
• Learn and leverage modern arboriculture technologies, such as tree tilt sensors and digital tree inventory management systems, to monitor tree health and manage works more effectively.
• Oversee budgeting of work programmes and drive development projects to improve greenery management within NEA's closed cemeteries.

Additional public health duties

• Conduct routine inspections and undertake necessary actions on public health concerns (e.g. cleanliness, littering and smoking in prohibited areas, etc).
• Attend to, investigate and resolve feedback from members of public and stakeholders on public health matters.
• Conduct enforcement against offences that contravene the Environmental Public Health Act (EPHA), Smoking (Prohibition in Certain Places) Act (SPCPA), and their subsidiary legislations.
• Prepare and submit reports on public health issues to management.

Qualifications

• 1 to 2 years of relevant working experience, preferably in Landscape Management, Horticulture, Forestry, Botany, Biology, Soil Science, Agriculture, or a related discipline. Prior knowledge and/or experience in arboriculture will be an advantage.
• Have a keen interest in the flora of Singapore, especially trees and their care.
• Able to perform extensive outdoor work and field inspections in various weather conditions, and work on weekends and after office hours when required.
• Good team player with strong communication, interpersonal, and problem‑solving skills, including negotiation and report writing.
• Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
• Highly self-motivated, meticulous, and organised, with the ability to multi‑task and manage multiple priorities and stakeholders in a fast‑paced environment.
• Keen to explore and implement new technologies, including the use of AI tools to improve operational efficiency and work processes.
