Job summary

RRECRUITER PTE. LTD. is seeking an experienced WSHO to lead safety on construction sites in Singapore, ensuring compliance with MOM, NEA and HDB standards, and overseeing PTW programs.

You will hold MOM WSHO registration and ECO, with at least 5 years in WSHO roles in construction (including 2 years on HDB projects), and lead incident analysis, risk assessments, audits, and reporting to stakeholders. The role requires strong local knowledge and the ability to liaise with authorities and project

Qualifications

• MOM WSHO registration and ECO status.
• 5 years of WSHO experience in construction, including at least 2 years on HDB projects.
• Strong knowledge of local EHS legislation and Approved Codes of Practice.

Responsibilities

• EHS Management & Compliance: Implement ISO EHS frameworks, manage Permit-To-Work (PTW) protocols, verify equipment certification (LEW/AE), and ensure full compliance with MOM, NEA, and HDB statutory standards.
• Risk Control & Enforcement: Review subcontractor Risk Assessments, execute daily site inspections, issue Stop Work Notices for critical safety violations, and implement corrective actions for non-conformities.
• Incident Analysis & Reporting: Perform root-cause analysis on safety lapses, summons, and incidents; present monthly EHS performance reports to Clients, Consultants, and Corporate Headquarters.
• Training & Promotion: Conduct worker safety inductions, lead monthly mass toolbox meetings, coordinate daily safety briefings, and run emergency evacuation drills.
• Authority & Audit Liaison: Host MOM, NEA, and HDB authority site inspections, ensuring rapid rectification and documentation of identified observations.
