Job summary

Enterprise Singapore is seeking a Business Analyst to support onboarding and enhancement of the Business Grants Portal (BGP) across government agencies. You will translate operational needs into system solutions and drive improvements to user experience.

Responsibilities include requirements gathering, functional specs, user stories, and coordinating UAT, data migration, and implementation activities with cross-functional teams in a dynamic government tech environment.

Qualifications

• 2+ years of experience in business analysis or related roles.
• Experience translating business requirements into functional specifications, user stories and acceptance criteria.
• Knowledge of system development lifecycles, business process mapping, system testing and UAT.
• Experience in system implementation, configuration or enhancement of digital platforms, including workflows and business processes.

• Support system migration projects, including requirements gathering, data mapping, validation, testing and implementation.
• Identify data quality issues, gaps and transformation requirements, and coordinate data reconciliation activities to ensure migration accuracy and completeness.

What the role is:

The Business Grants Portal (BGP) Management Team sits within the Customer Innovation Division and oversees the BGP product roadmap and onboarding of whole-of-government grants onto the platform. The team works closely with grant teams across the public sector agencies to understand their administrative processes and support their onboarding to BGP.

What you will be working on:

You will support agencies’ onboarding and enhancement of BGP, working closely with government grant agencies, business users and technical teams to translate operational needs into system solutions and improve the overall user experience.

1. Business Analysis and Requirements Management

• Engage business users and grant agencies to understand their grant administration processes, operational needs and system requirements.
• Analyse and translate business requirements into functional specifications, user stories, process flows and acceptance criteria.
• Evaluate solution options and work with product and technical teams to develop system enhancements that meet business and operational needs.

2. Platform Development and Enhancement

• Work with product and technical teams to implement enhancements to grant application forms, workflows, approval processes and system functionalities.
• Coordinate user acceptance testing (UAT), including test scenario preparation, defect tracking and resolution of implementation issues.
• Analyse user feedback, operational data and recurring system issues to identify opportunities for process and platform improvements.

3. System Migration and Implementation

• Support system migration projects, including requirements gathering, data mapping, validation, testing and implementation.
• Identify data quality issues, gaps and transformation requirements, and coordinate data reconciliation activities to ensure migration accuracy and completeness.
• Work with business and technical stakeholders on migration cutover planning, implementation and post-migration issue resolution.

• A Bachelor's Degree in Business, Information Technology, Computer Science, Information Systems, Engineering or a related discipline.
• At least 2 years of relevant experience in business analysis, systems analysis, product implementation, project management or related roles.
• Experience in gathering and translating business requirements into functional specifications, user stories, process flows and acceptance criteria.
• Knowledge of system development lifecycles, business process mapping, system testing and user acceptance testing (UAT).
• Experience in system implementation, configuration or enhancement of digital platforms, including workflows and business processes.
• Familiarity with data mapping, data validation, reconciliation or system migration activities will be advantageous.
• Experience in grant administration, government systems or digital service platforms will be advantageous.
