Job summary

HashKey Group in Singapore is seeking a Senior Compliance Manager to lead regulatory affairs for its crypto-asset exchange activities, including OTC, reporting to Group Head of Legal & Compliance.

You will liaison with MAS, manage licensing, risk assessments, policies, and training; oversee AML/CFT controls, KYC reviews, and sanctions screening; collaborate with business, legal, risk, and operations to enable compliant growth.

Qualifications

  • 7+ years of experience in compliance, regulatory affairs, AML/CFT, financial crime, audit, or risk management in regulated financial institutions or crypto firms
  • Proven MAS engagement experience; strong MAS regulatory knowledge
  • Familiarity with DPT service providers and digital asset regulatory frameworks

Responsibilities

  • Act as principal designated compliance officer and DPO to the CEO and senior management on regulatory requirements, material compliance risks, product and business initiatives, and risk-based control decisions across PS Act and DPT operations
  • Provide compliance oversight across all trading activities, including OTC, ensuring controls for market conduct, AML/CFT, conflicts of interest, outsourcing, tech risk management, and sanctions
  • Support business expansion through regulatory/licensing initiatives including new licences, variations and regulatory approvals
  • Support risk assessment exercises and periodic reviews
  • Oversee and maintain compliance policies, SOPs and internal control frameworks aligned with MAS and Group standards
  • Coordinate compliance training programs
  • Manage direct communications, regulatory filings, license variations and annual returns with MAS and external auditors
  • Assist with regulatory reporting and inspections
  • Lead regulatory change management, remediation, and compliance enhancement initiatives
  • Offer practical compliance advice on new products and operational changes within Singapore office

Job description

We are seeking a Senior Compliance Manager to serve as one of the core compliance leads to be based in Singapore, with particular responsibility for regulatory communications, governance, and supervision of our crypto-asset exchange activities, including OTC.

Responsibilities

The successful candidate will act as a key point of contact with the Monetary Authority of Singapore (MAS), and other relevant stakeholders, while partnering closely with internal business, legal, risk, and operations teams. This is a role for a candidate who can combine sound regulatory judgment with practical execution in a fast-evolving digital asset environment. Key responsibilities include:

Compliance Leadership
  • Serve as the principal designated compliance officer and data protection officer to the CEO and senior management on regulatory requirements, material compliance risks, product and business initiatives, and risk-based control decisions across both Payment Services Act (PS Act) activities and Digital Payment Token (DPT) operations
  • Provide compliance oversight across all trading activities, including OTC dealing, ensuring appropriate controls for market conduct, AML/CFT, Conflict of interest, Third Party/Outsourcing, and Technology risk management, and sanctions
  • Support business expansion and growth through regulatory and licensing initiatives, including new licence applications, variations and regulatory approvals as required.
  • Support risk assessment exercises and periodic reviews
  • Oversee and maintain compliance policies, standard operating procedures (SOPs) and internal control frameworks, ensuring alignment with MAS regulatory requirements, local statutory obligations and Group standards as a HK-listed company
  • Coordinate compliance training programs
Regulatory Affairs
  • Manage direct communications, regulatory filings, license variations and annual returns with the Monetary Authority of Singapore (MAS) and external auditors
  • Assist with regulatory reporting and inspections
  • Lead and coordinate regulatory change management, internal audits, remediation, and compliance enhancement initiatives
  • Offer practical compliance advice on new products, business initiatives, and operational changes within the Singapore office
AML/CFT Operations
  • Oversee the effective execution of customer due diligence (CDD), enhanced due diligence (EDD) and ongoing customer review processes, undertaking or supporting complex cases where required.
  • Provide oversight and quality assurance of customer onboarding, periodic KYC reviews and higher-risk customer assessments.
  • Review and oversee the investigation of material AML alerts, suspicious activity and financial crime escalations, conducting investigations directly where appropriate.
  • Submission of Suspicious Transaction Reports (STRs).
  • Oversee transaction monitoring and blockchain analytics activities, including the use of tools such as Elliptic, with direct involvement in complex or higher-risk cases where necessary.
  • Review and provide guidance on higher-risk transactions, wallet addresses, sanctions and adverse media alerts and associated escalations.
  • Oversee compliance with applicable Travel Rule requirements and support the resolution of complex or exceptional cases.
  • Provide guidance and escalation support to operational compliance teams, ensuring material financial crime risks and control deficiencies are appropriately identified, documented and addressed.
Qualifications
Required
  • 7 + years of experience in compliance, regulatory affairs, AML/CFT, financial crime, audit, or risk management in regulated financial institutions, cross-border payments or crypto/digital asset firms
  • Proven experience engaging with the MAS. Strong knowledge of MAS regulatory expectations, FATF standards and financial-crime typologies affecting digital assets, OTC activities, money transfers, scams and cross-border fund flows
  • Familiarity with Retail Consumer Protection Measures by DPT Service Providers and Provision of DPT Services to the Public
  • Experience in financial institutions, crypto exchanges, securities firms, payment companies, banks, trust banks, fintech companies, or consulting firms
  • Problem-solving mindset, strong understanding of AML/CFT regulations and risk-based approach
  • Pragmatic, commercial minded, hands‑on personality, comfortable rolling up sleeves and working independently in a fast‑moving environment, strong analytical and problem‑solving skills
  • Strong English and Chinese communication skills
Preferred
  • Experience in cryptocurrency, blockchain, Web3, or digital assets
  • Experience with blockchain analytics tools (Elliptic, Chainalysis, TRM Labs, etc.)
  • Prior experience as a Designated Compliance Officer/MLRO/DPO for a DPT service provider
  • Familiarity with the Securities and Futures Act and tokenised capital markets products, Personal Data Protection Act, E‑Payments User Protection Guidelines, Shared Responsibility Framework and Anti‑scam measures by MPIs
  • Comprehensive and demonstrable understanding of financial regulation and global compliance frameworks.
  • CAMS, AML/CFT Officer, CISA, CPA, CIA, or similar certifications
