Job summary

A*STAR Research in Singapore seeks a Senior Assistant Director / Assistant Director to guide precision health strategy, translate signals into focused portfolio choices, and engage across institutes, programmes and partners within a complex matrix environment.

The role blends foresight, strategic analysis, portfolio governance and high-level advisory support to strengthen sector roadmaps and support evidence-based decisions under sector leadership.

Qualifications

• PhD/MSc in life sciences, biomedical sciences, medicine, biotechnology, engineering, public policy, economics, business, strategy or related discipline.
• At least 8 years of experience in strategy, foresight, research/innovation, technology assessment, portfolio management, consulting, policy or programme development.
• Ability to lead complex analytical workstreams and translate evidence into clear options and recommendations.
• Strong stakeholder management, ability to align differing interests across organisational boundaries.
• Excellent writing, presentation and facilitation for scientific, policy, industry and leadership audiences.
• Independent, curious and comfortable with ambiguity; strong judgement and attention to detail.
• Experience in Singapore’s biomedical, healthcare, deep-tech or public-sector R&D ecosystem is advantageous.

Responsibilities

• Horizon scanning and landscape analysis to identify opportunities and priorities.
• Synthesize evidence into strategic implications and actionable recommendations for sector roadmaps.
• Frame strategic choices, priorities and trade-offs for programmes, talent and resources.
• Coordinate portfolio governance, monitor progress against outcomes and manage cross-programme dependencies.
• Engage stakeholders and design senior-level workshops, expert consultations and portfolio discussions.
