You will lead the Fixed Assets team, champion asset verification, depreciation, capitalization, and reporting, and partner with procurement, project teams, finance, and auditors to optimize cash flow and align with IFRS/US GAAP

Job description

The Fixed Assets and CAPEX Section Manager is responsible for overseeing the end-to-end management of the organization’s fixed assets, capital expenditure (CAPEX), and grant-funded assets, while ensuring strong financial governance, compliance, and effective cash flow management. This role leads the Fixed Assets team in maintaining accurate asset records, monitoring capital investments and grant utilization, ensuring proper capitalization and depreciation of assets, and conducting regular asset sighting exercises to verify asset existence and integrity. The incumbent plays a key role in supporting strategic decision-making through financial analysis, strengthening internal controls, and driving continuous process improvement in compliance with accounting standards, regulatory requirements, and company policies.

Key Responsibilities:

  • Lead the Fixed Assets team, providing coaching and guidance.
  • Establish, implement, improve policies, procedures and internal controls related to fixed assets, CAPEX, and cash flow management.
  • Partner with business units, project teams, procurement, finance, and other stakeholders to ensure effective CAPEX planning, grant compliance, capital project tracking, and asset management.
  • Oversee the complete fixed asset lifecycle, including acquisition, capitalization, depreciation, impairment, transfer, retirement, and disposal of assets.
  • Review and approve capitalization of capital projects and expenditures, ensuring compliance with applicable accounting standards (IFRS, US GAAP) and company policies.
  • Monitor CAPEX spending and grant-funded projects against approved budgets and funding requirements, ensuring proper utilization and reporting.
  • Manage accounting and reporting requirements for grants, including tracking grant-funded assets, maintaining supporting documentation, and ensuring compliance with grant agreements.
  • Ensure accurate and timely recording, reconciliation, and reporting of fixed asset, CAPEX, and grant-related transactions within ERP systems.
  • Plan, coordinate, and oversee periodic asset sighting exercises, physical asset verification, and fixed asset inventories to ensure the accuracy, completeness, and existence of assets recorded in the asset register.
  • Investigate and resolve asset discrepancies identified during asset verification exercises and implement corrective actions where necessary.
  • Prepare management reports and analyses on fixed assets, CAPEX investments, grant utilization, asset sighting results, and cash flow performance to support informed decision-making.
  • Support month-end, quarter-end, and year-end close activities related to fixed assets, grants, and capital expenditures.
  • Liaise with internal and external auditors by providing required documentation, analyses, and explanations to ensure successful audit outcomes.
  • Ensure compliance with tax regulations, grant requirements, statutory obligations, internal controls, corporate governance standards, and regulatory requirements.
  • Identify and implement opportunities for automation, process optimization, digitalization, and continuous improvement to enhance operational efficiency and data accuracy.
  • Support treasury and finance functions in cash flow forecasting and monitoring related to capital investments, grant funding, and asset acquisitions.
  • Undertake ad-hoc projects, analyses, and responsibilities as assigned by management.

Qualifications:

  • Bachelor's Degree in Accounting, Finance, or a related discipline.
  • Professional accounting qualification (e.g., CPA, ACCA, CA, CMA) is preferred.

Experience:

  • Minimum 5 years of experience in Fixed Assets and/or CAPEX accounting and management, with at least 2 years in a supervisory or managerial capacity.
  • Strong knowledge of fixed asset accounting, capitalization policies, depreciation methodologies, and capital project accounting.
  • Solid understanding of IFRS, US GAAP, and internal control frameworks.
  • Experience in managing grant-funded assets and ensuring compliance with grant agreements and reporting requirements.
  • Proven experience in coordinating physical asset verification and asset sighting exercises.
  • Experience with ERP systems such as SAP, Oracle, Microsoft Dynamics, or similar financial systems.
  • Advanced proficiency in Microsoft Excel and financial reporting, analytics, and visualization tools.
  • Strong analytical, problem-solving, and decision-making abilities with excellent attention to detail.
  • Proven ability to manage multiple priorities, meet tight deadlines, and operate effectively in a fast-paced environment.
  • Demonstrated ability to collaborate cross-functionally and influence stakeholders at various organizational levels.
