Jurong Port is seeking a proactive professional to oversee terminal operations and transformation initiatives across wharf, safety and admin functions. Qualifications

• Minimum Polytechnic diploma or higher in engineering, logistics or related field.
• 2+ years in a supervisory role with operations experience in engineering, logistics, shipping or maritime industries.
• Port operations experience is a plus if qualifications are not met.

Job description

Jurong Port’s multipurpose port operating expertise includes efficient handling of general, bulk and containerized cargo, management and operations of the Tuas Offshore Marine Centre, and Lighter Terminals in Penjuru and Marina South. Besides Singapore, Jurong Port is involved in overseas joint ventures in China and Indonesia. In 2016, Jurong Port’s local and overseas terminals handled close to 35 million tons of general and bulk cargo, and 560,000 TEUs of container cargo.

The role works closely with RMC Terminal Manager and bulk cargo operation key stakeholders, internally and externally, to oversee the end-to-end management of terminal operations and wharf activities that also encompasses data and systems management, process transformation and automation projects and invoicing.

The role includes working closely with various key stakeholders to identify and analyse the areas of improvement and formalise user business processes and requirement. This role will also be working on various operation projects to build towards achieving our operation core competencies in our main port.

Terminal management& Transformation

• Oversee inter plot cargo movements via AMR system with commercial team to facilitate transfers with trucking stevedores and ensure accurate tonnages are delivered and delivery orders are correctly raised.

• Oversee RMC terminal cargo movements via GMR system with commercial team to facilitate transfers of RMC importer and ensure accurate tonnages are delivered and delivery orders are correctly raised and data record accuracy by RMC Gate team.

• Oversee Sludge management facility and operation to ensure assigned contractors are work efficiency, trucks wash recording, disposal of sludge waste, recamier maintenance, operational excellent and work safety and environmental compliance.

• Develop and effect pollution control measures with Ops, WSH, FM teams and monitor regime to ensure compliance to NEA/BCA requirements.

• Engage RMC customers on weekly basis to check for pollution and coordinate control measures.

• Effect accident and incident management with investigation, tracking and rectification procedures with WSH team and RMC customers.

RMC operating systems management

• Oversee RMC Online and terminal main gate system (GMR) with digital tech team and commercial team.

• Conduct training and UAT for RMC customers and aggregate importers and their drivers/sub cons on account creation, system trials and usage

• Conduct trials with drivers at RMC terminal for gate access.

• Conduct backend data tracking for unregistered trucks.

• Oversee performance and improvement of RMC terminal and ICPH gate system, wheel wash system and other manual process and apply transformation and automation approach for enhancement.

• Manage assigned projects and record keeping

Wharf Operation

• Planning of vessel discharging sequence and allocation of berths and wharf mark.

• Monitoring of vessel and barge discharge productivity.

• Oversee crane operator and stevedore performance.

• Execute continuous improvement plans to ensure smooth and efficient operations.

• Monitor E-crane diesel consumption and coordinate diesel top up.

• Performing safety checks on vessels and operators.

• Coordinate and place stevedore gang order for incoming vessel/barges.

Safety

• Oversee RMC Terminal operational safety

• Conduct by yearly safety outreach with RMC Terminal tenants and sludge facility operator.

• Oversee safety checks with RMC duty officer on vessels and operators.

• Organise reporting framework with RMC duty officer and technical services for any faults or damages to JP equipment.

• Develop SOP and enforce ground checks accordingly.

Admin

• Raise Aggerate movement request purchase order for trucking stevedores.

• Review and raise sludge facility purchase order and usage for assisting commercial team in generating charges.

• Coordinate with consignees and place orders with contractor for aggregate movement request and cargo distribution coordination.

• Generate reports on AMR and GMR gate movement.

• Involvement in Ops related projects (Process flow, SOP, manpower and etc). Coordinate and raise work orders & service request for the dept.

Educational Qualifications / experience

• Minimum Polytechnic diploma

• Or Degree(in engineering, logistics or related fields)

• At least 2 years in a Supervisory role with operations experience in engineering, Logistics, Shipping or Maritime related industry.

• Previous port operations experience will be favourably considered if educational qualifications do not meet minimum criteria
