Job summary

IntelliPro is seeking an experienced Regional Procurement Director to lead APAC procurement strategy and execution for wind power and battery energy storage systems. The role combines strategic sourcing with hands-on project delivery across multiple countries.

You will drive end-to-end sourcing, supplier governance, and risk management while collaborating with project teams to ensure on-time, cost-efficient outcomes across Southeast Asia and beyond.

Qualifications

• 12–15+ years of experience in procurement, strategic sourcing or project procurement, ideally within wind energy, BESS, renewables, power, or EPC.
• Demonstrated experience leading procurement activities across multiple countries in Asia Pacific, including regional team leadership.
• Strong end-to-end knowledge of both source-to-contract (S2C) and purchase-to-pay (P2P) processes.
• Hands‑on experience sourcing heavy transport and logistics, cranes and lifting services, installation and commissioning, project materials, or O&M/MRO requirements.
• Familiarity with workforce mobilization, work permits, visas and local labour compliance across different markets.
• Established supplier networks across Southeast Asia, with strong negotiation, contract management, cost-control and risk-management capabilities.
• Experience implementing procurement governance, SOPs, RFQ processes and reporting tools or dashboards.
• Willingness to travel regionally and preferably based in the Philippines or Vietnam, or open to relocation.

Responsibilities

• Lead and develop regional procurement capabilities, including team management, supplier coverage and procurement governance.
• Develop and implement sourcing strategies aligned with project delivery requirements and business objectives.
• Establish and improve procurement SOPs, RFQ processes, tools and performance dashboards.
• Manage end-to-end source-to-contract activities, including supplier identification, tendering, bid evaluation, negotiations, contracting and supplier performance management.
• Drive purchase-to-pay execution, covering purchase order issuance, goods and service receipt, invoice matching and payment coordination.
• Negotiate competitive pricing, commercial terms and contracts while managing contractual, operational and supply chain risks.
• Oversee procurement for critical project requirements, including heavy transport, oversized cargo and multimodal logistics, cranes and lifting services, MRO supplies, staff mobilisation and local labour compliance.
• Build strong supplier networks across Southeast Asia and the wider APAC region, and align procurement decisions with project timelines and budgets.

Job description

We are seeking an experienced Regional Procurement Director to drive procurement strategy and execution across Asia Pacific for a growing renewable energy business focused on wind power and battery energy storage systems (BESS).

This is a hands-on regional leadership role for a procurement professional who combines strategic sourcing expertise with strong project execution capabilities. You will lead regional procurement activities, strengthen supplier networks, establish effective procurement processes, and support the successful delivery of complex, multi-country projects.

The successful candidate will work closely with project teams, internal stakeholders and external suppliers to secure competitive commercial outcomes, manage supply chain risks and protect project margins.

Key Responsibilities:

Regional Procurement Leadership

• Lead and develop regional procurement capabilities, including team management, supplier coverage and procurement governance.
• Develop and implement sourcing strategies aligned with project delivery requirements and business objectives.
• Establish and improve procurement SOPs, RFQ processes, tools and performance dashboards.

• Heavy transport, oversized cargo and multimodal logistics
• Cranes, heavy lifting and installation services
• Project materials, consumables, tools, spares and equipment
• Installation, commissioning and operations and maintenance (O&M) support
• Maintenance, repair and operations (MRO) supplies
• Workforce mobilisation, work permits, visas and local labour compliance
• Work closely with project delivery teams to address logistics disruptions, resolve supplier issues and support on-time project execution.
• Build strong supplier and service-provider networks across Southeast Asia and the wider Asia Pacific region.
• Partner with internal project, engineering, operations and commercial teams to align procurement decisions with project timelines and budgets.
• Monitor supplier performance, identify cost‑saving opportunities and mitigate procurement and delivery risks.
