Job summary

Hitachi Rail Singapore is seeking a Supply Chain Procurement Manager for a 12-month contract to lead end-to-end procurement planning, supplier management, and cost control across rail projects. You will collaborate closely with design, manufacturing, and logistics teams to ensure on-time delivery and compliance.

Qualifications

• Engineering background (preferred) or Business Administration in education
• Minimum 5 years experience in procurement, supply chain, bid management or project management
• Technical knowledge in Rail industry is valued
• Certification in Procurement (CIPS, EIPM) or Project Management (IPMA, PMP) desirable
• Analytical and resolution capacity; proactive and communicative

Responsibilities

• Participates in defining the industrial strategy plan and budget; manages procurement and production activities
• Monitors EAC/ETC file, reports variances, prepares dashboards
• Identify risks and opportunities; mitigate and improve competitiveness and profitability
• Coordinate a network of Category Managers and suppliers to optimise cost, quality and schedule
• Create initial Project Plan during bid/demand phase with milestones and resources
• Manage project stakeholders and ensure compliance with internal processes
• Forecast project requirements; work with Design and Procurement to ensure correct items ordered
• Raise Purchase Requisitions/POs on time per project needs
• Follow up with suppliers for timely delivery to warehouse/site
• Participate in Change Management and oversee BOM changes and material organization
• Support reverse logistics (RMA) and oversee returns to warehouse/site
• Lead Make/Buy and supplier performance improvement actions
• Apply Configuration Management requirements with subcontractors and suppliers
• Lead and coordinate Make and Buy activities; sourcing, price negotiations and contracts
• Manage project costs including EAC/ETC monitoring
• Oversee vendor/subcontractor management and performance metrics
• Coordinate demand planning with SRS factories for full material visibility
• Coordinate FAI and FAT activities; manage shipment/delivery
• Prepare yearly production cost forecasts; act as customer interface for material matters
• Coordinate customer inspections of equipment; request release certificates for payments
• Manage vendor invoice processing and PR-to-PO workflow
• Ad-hoc duties aligned with operations-driven management
