Job summary

SCAN BILT PTE is seeking a tendering specialist to oversee end-to-end tender activities in Singapore. The role involves preparing quantities, pricing, and submitting bids, while coordinating with subcontractors and suppliers to assemble complete proposals.

You will identify technical needs with operations, clarify drawings and specifications, and push for timely, compliant responses. The position emphasizes data-driven claims and rigorous contract administration.

Responsibilities

• Prepare and submit tenders including quantity take-offs and pricing.
• Source subcontractors and suppliers to support tender.
• Identify items needing technical support from operation team and liaise on design, execution methodology and planning.
• Identify discrepancies in BQs, drawings, specifications and raise queries to consultants/clients.
• Analyse subcontractors/suppliers quotations for completeness and negotiate to sharpen tender price.
• Prepare monthly report: earned value and projected final contract value including status of re-measurements and variations.
• Track, record and submit detailed variations claims and close off with clients promptly.
• Monitor project completion dates and assist project manager in time/cost claims.
• Manage progress claims and payments of the prime contract and subcontracts.
• Handle contract administration and settlement of final accounts with clients and subcontractors.
• Review tender/project requirements and prepare method statements, work execution plan, QA/QC/HSSE document, project schedule & programming of resources.
• Collate all documentation for submission (eg questionnaires, certificates).
• Collaborate with various internal units to develop winning bids.
