Job summary

HONGZE CONSTRUCTION BUILDERS PTE. LTD. is seeking a qualified Quantity Surveyor to support cost planning, tendering, and contract administration on construction projects in Singapore.

You will analyze drawings, prepare cost estimates, and monitor budgets while coordinating with project teams and clients to ensure projects stay on time and within budget.

Qualifications

• Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering, or related field.
• Min 3 years of experience in Quantity Surveying or experience in Singapore.
• Able to communicate with Chinese-speaking associate.

Responsibilities

• Cost planning & estimation, BOQ, tender documents.
• Tendering & procurement, quotes from suppliers/subcontractors.
• Contract administration, review and manage contracts, claims, variations.
• Cost control & financial management, monitor budgets and cash flow.
• Project coordination & reporting, work with PMs, engineers, architects, clients; attend site meetings.
• Final accounts & handover, agree on final accounts within budget/time.

Job Description & Requirements

1. Cost Planning & Estimation

• Prepare detailed cost estimates, bills of quantities (BOQ), and tender documents.
• Analyze drawings, specifications, and other documentation to prepare accurate project costings.
• Conduct feasibility studies to estimate materials, time, and labor costs.

2. Tendering & Procurement

• Prepare and evaluate tender documents, contracts, budgets, bills of quantities, and other documentation.
• Obtain quotes from suppliers and subcontractors.
• Assist in procurement strategies and negotiation with contractors.

3. Contract Administration

• Manage contractual and financial aspects of construction projects.
• Review and administer contracts, claims, and variations.
• Ensure compliance with all relevant legal and regulatory requirements.

4. Cost Control & Financial Management

• Monitor project budgets and track expenses throughout construction.
• Prepare monthly cost reports, cash flow forecasts, and valuation certificates.
• Identify potential financial or commercial risks and recommend mitigation strategies.

5. Project Coordination & Reporting

• Work closely with project managers, engineers, architects, and clients.
• Attend site meetings and provide progress and cost reports.
• Advise clients on cost implications of design changes.

6. Final Accounts & Project Handover

• Prepare and agree on final accounts with contractors and clients.
• Ensure project completion within budget and time constraints.

• Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering, or related field.
• Min 3-years experience in Quantity Surveying or experience in Singapore.
• Able to communicate and liaise with Chinese-speaking associate.
• Good communication skills and ability to work independently under minimal supervision, good knowledge in local standards & requirements.
• Familiar with AutoCAD & Revit.
