Job summary

Powen Engineering Pte Ltd is seeking a qualified Quantity Surveyor (Building) to support cost management and contractual administration across the Main Contract and Sub-Contracts throughout the project lifecycle. You will measure quantities, prepare progress payments, variations, and final accounts in collaboration with project teams.

You will assist in cost reports, budgeting, and cost control, maintain documentation for VO/EOT claims, and work with procurement to evaluate tenders.

Qualifications

• Diploma or Degree in Quantity Surveying required.
• Minimum 3 years of relevant quantity surveying experience for building projects with contract value of S$25 million and above.
• Experience in cost estimation, tendering, cost control and documentation management.

Responsibilities

• Perform accurate measurement and valuation of quantities for progress payments, variation orders, subcontractor payments, supplier payments and final accounts.
• Assist in regular cost reports, budgeting, and cost control measures for project financial management.
• Maintain documentation of site events, changes, and contractual matters to support VO and EOT claims.
• Collaborate with site store personnel to track materials usage and inventory.
• Review project specs, scopes, and contractual requirements to advise on cost and contractual implications.
• Support procurement for subcontractors and materials, including tender evaluation and cost comparison.
• Attend meetings to monitor design development and provide cost escalation guidance.
• Outline contractual risks and responsibilities of the Main Contractor and advise on potential claims.
• Ensure compliance with workplace safety requirements.

Job description

The Quantity Surveyor (Building) reports directly to the Senior Quantity Surveyor and is responsible for supporting all cost management and contractual administration activities related to the Main Contract and Sub-Contracts throughout the project lifecycle.

Job Description

• Perform accurate measurement and valuation of quantities to support the preparation of progress payment claims, variation order submissions, subcontractor payments, supplier payments, and final account settlements.

• Assist in the preparation of regular cost reports, budget monitoring, and cost control measures to ensure effective financial management of the project.

• Maintain comprehensive documentation and records of site events, project changes, and contractual matters to support variation order (VO) and extension of time (EOT) claims.

• Work closely with site store personnel to ensure proper tracking, documentation, and control of materials usage and inventory.

• Review project specifications, scope of works, and contractual requirements at various construction stages to provide cost and contractual advice to structural, architectural, and M&E teams.

• Support the procurement process for subcontractors, suppliers, and specified construction materials, including tender evaluation and cost comparison.

• Attend technical and project coordination meetings to monitor design development, identify potential cost implications, and provide timely cost escalation advice.

• Develop a strong understanding of contractual obligations, rights, and responsibilities of the Main Contractor to provide guidance on contractual risks, project constraints, and potential claims.

• Ensure compliance with workplace safety requirements and promote a safe working environment at all times.

Qualifications and Education Requirements

• Education: Diploma or Degree in Quantity Surveying, Building, Electrical Engineering, or a related discipline.

• Experience: Minimum 3 year of relevant experience in quantity surveying, tendering, cost estimation and quantity measurement for building projects with a contract value of S$25 million and above.
