Quality Assurance Manager – Singapore, Singapore – Permanent
We are looking for Quality Assurance Manager to own and maintain the quality assurance framework, minimum requirements and supporting processes for Projects and Fleet operations. This position will sit within the Operations Function, Operational Integrity Department.
Key Tasks and Responsibilities
- Own and maintain the quality assurance framework, minimum requirements and supporting processes for Projects and Fleet operations
- Set clear quality expectations while preserving accountability with the relevant Project, Asset, and functional leaders
- Ensure quality assurance is proportionate to safety criticality, production criticality, consequence of failure, complexity, and supplier performance
- Ensure risk, criticality and lessons learned are appropriately reflected in quality assurance and verification requirements
- Set risk-based assurance requirements for engineering contractors, EPC contractors, yards, suppliers, manufacturers, and critical sub-tier vendors
- Establish the governance framework for vendor and contractor qualification, surveillance, performance monitoring, escalation, and re-evaluation
- Set quality objectives, performance indicators, and reporting requirements
- Monitor quality performance and require escalation, recovery, or enhanced assurance where controls or outcomes are not acceptable
- Lead or contribute to Level 3 investigations of significant quality-related failures, and support Level 2 investigations, ensuring lessons learned are incorporated into the quality management system
- Support Asset Verification, Technical Governance and Technical Assurance activities, to ensure compliance, provide assurance and drive continuous improvement
Qualifications
- Bachelor’s or master’s degree in engineering discipline relevant to offshore facilities, marine systems, or project delivery
- Minimum 15 years of relevant experience in offshore Oil and Gas industry or EPC company
- Operationalexpertisefrom both project and operations phases of offshore facilities within an Operating Company environment
- Experience in engineering, project delivery, package management, project quality, or a comparable leadership role
- Experience with Safety Critical Elements, Production Critical Elements, equipment criticality, and lifecycle assurance
- Experience across engineering, procurement, fabrication, construction, commissioning, handover, and operations assurance
- Demonstrated experience in vendor and contractor qualification, contracting, surveillance, performance management, and recovery
- Ability to translate technical risk and criticality into practical quality planning, verification, and surveillance requirements
- Experience managing significant quality failures, non-conformities, and corrective improvement
- Working knowledge of ISO 9001 and risk-based quality assurance
Skills
- Familiarity with RAM, SIL, RBI, welding, materials, NDE, mechanical completion, commissioning, or package delivery
- LeadAuditor qualification or equivalent practical audit experience
- Influences senior stakeholders and provides constructive challenge without relying solely on positional authority
- Translates complex technical issues into clear decisions, accountabilities, and practical actions
- Maintains independence and sound judgement while working collaboratively with accountable delivery teams and Technical Authorities
