Job summary

SeaOwl Group is seeking a QA/QC Manager to lead the quality assurance and control activities across EPC, offshore, or oil & gas projects. You will drive the development and implementation of PQP, ITPs, and quality procedures, while coordinating with engineering, procurement, construction, and client quality representatives to ensure compliance and delivery of high-integrity results.

Qualifications

  • 10+ years in QA/QC, with 5+ years in a management role for EPC/offshore/oil & gas projects.
  • Experience in quality control, audits, inspections, or process improvement.
  • Ability to interpret ITPs, method statements, and material certificates.
  • Proven ability to lead multidisciplinary QA/QC teams and liaise with clients and subcontractors.

Responsibilities

  • Develop, implement, and maintain the Project Quality Plan (PQP) in compliance with contract requirements, ISO 9001, and client specifications.
  • Establish and monitor Inspection & Test Plans (ITPs), method statements, and quality procedures for all project activities.
  • Lead the QA/QC team and coordinate with project management, engineering, procurement, and construction teams.
  • Approve inspection schedules and ensure inspections follow approved ITPs.
  • Manage NCRs, CARs, and PARs and drive root-cause analysis and corrective actions.
  • Plan internal and subcontractor audits and facilitate quality training and toolbox talks.
  • Oversee quality records, as-built dossiers, and project handover documentation.
  • Collaborate with HSE to align quality and safety systems and promote right-first-time culture.

Description


As a QA/QC Manager, you will play a key role in ensuring the quality, compliance, and reliability of deliverables throughout the project or operational lifecycle. You will be directly integrated into the Quality Assurance / Quality Control function.


Your main responsibilities will be:


  1. Quality Management Planning & Implementation
    Develop, implement, and maintain the Project Quality Plan (PQP) in compliance with contract requirements, ISO 9001, and client specifications.
    Establish and monitor Inspection & Test Plans (ITPs), method statements, and quality procedures for all project activities.
    Ensure the project quality management system (QMS) is effectively applied across engineering, procurement, construction, commissioning, and handover phases.

  2. Leadership & Coordination
    Lead the QA/QC team, including QC Inspectors, QC Clerks, and subcontractor quality representatives.
    Coordinate with project management, engineering, procurement, and construction teams to ensure quality requirements are fully understood and implemented.
    Act as the primary interface with the client's quality representatives and third-party inspectors.

  3. Inspection & Compliance
    Approve inspection schedules and ensure that inspections are conducted in accordance with approved ITPs.
    Monitor fabrication, installation, and testing activities to verify compliance with drawings, specifications, and standards.
    Ensure that all equipment and materials meet contractual quality requirements before use.

  4. Non-Conformance & Corrective Action Management
    Establish and manage the system for reporting, tracking, and closing Non-Conformance Reports (NCRs), Corrective Action Requests (CARs), and Preventive Action Requests (PARs).
    Lead root cause analysis and implement corrective measures to prevent recurrence.

  5. Auditing & Continuous Improvement
    Plan and conduct internal and subcontractor audits to verify compliance with the QMS and contract requirements.
    Facilitate quality awareness training and toolbox talks for project staff.
    Identify and implement opportunities for continuous improvement in quality processes.

  6. Documentation & Handover
    Oversee the preparation, maintenance, and control of all quality records, including inspection reports, material certificates, and test data.
    Ensure final quality documentation (as-built dossiers) is compiled and submitted for project handover.

  7. HSE & Integrated Management
    Work closely with the HSE Manager to ensure that quality and safety systems are aligned and mutually supportive.
    Promote a culture of "right first time" in all project activities.


Requirements


  1. Bachelor's degree in Engineering (Mechanical, Electrical, Civil, or related) from a recognized institution.

  2. ISO 9001:2015 Lead Auditor certification (mandatory).

  3. Proven experience in QA/QC management or a similar quality-focused role.

  4. Experience in quality control, audits, inspections, or process improvement is an asset.

  5. Minimum 10 years' experience in QA/QC roles, including at least 5 years in a management position for EPC, offshore, or oil & gas projects.

  6. Experience managing quality across engineering, procurement, fabrication, construction, commissioning, and handover phases.

  7. In-depth knowledge of ISO 9001 Quality Management Systems and auditing processes.

  8. Familiarity with industry codes and standards such as IEC, IEEE, ASME, BS EN, and project-specific client specifications.

  9. Understanding of coating inspection, mechanical completion, and pre-commissioning requirements.

  10. Ability to interpret ITPs, method statements, and material certificates.

  11. Experience monitoring fabrication, installation, and testing activities to verify compliance with drawings, specifications, and standards.

  12. Experience in planning, executing, and reporting on internal, external, and supplier audits.

  13. Skilled in identifying non-conformances and implementing effective corrective actions.

  14. Proven ability to lead multidisciplinary QA/QC teams and interface effectively with clients and subcontractors.

  15. Strong communication and reporting skills, with experience presenting quality performance metrics to senior management and clients.

  16. Proficiency in Microsoft Office Suite and quality management software (e.g., Q-Smartsheet, SharePoint).

  17. Familiarity with electronic document control systems for quality records.
