Lead the end-to-end proposal process for water and wastewater treatment projects, ensuring technically compliant, commercially competitive, and timely submissions. Oversee proposal development, costing, technical reviews, client engagement, and lead a team of Proposal Engineers to support business growth.
Key Responsibilities
- Lead the full proposal process from RFQ/RFP review through submission and project handover.
- Prepare and manage proposals for freshwater, seawater, produced water, wastewater, and packaged water treatment systems.
- Review client specifications, scope, schedules, and commercial requirements.
- Ensure proposals are technically compliant, competitive, and delivered on time.
- Provide technical guidance on process design, equipment selection, and proposal compliance.
- Drive value engineering, cost optimization, and review project costing and risks.
- Support technical clarifications and commercial negotiations with clients.
- Coordinate with Engineering, Procurement, QA/QC, Project Management, and Finance.
- Lead, mentor, and develop a team of 6-8 Proposal Engineers.
- Support business development through budgetary proposals, feasibility studies, pre-qualification submissions, and market insights.
Qualifications & Experience
- Bachelor's degree in Chemical, Environmental, Mechanical, Process Engineering, or a related engineering discipline.
- Minimum 15 years of experience in water treatment, environmental, oil & gas, marine/offshore, industrial water treatment, or packaged process equipment projects.
- Demonstrated expertise in proposal management, technical evaluation, cost estimation, vendor coordination, and commercial negotiations.
- Prior exposure to EPC, oil & gas, offshore, marine, FPSO, or shipyard projects is an added advantage.
- Strong technical knowledge of water treatment technologies, including SWRO, freshwater makers (RO & distillation), filtration, chemical dosing, produced water, slop water, wastewater treatment, and skid-mounted/package water treatment systems.
