Job summary

People Profilers Pte Ltd in Singapore seeks an experienced PMO Planner to lead project control, scheduling, and reporting for bids and projects in the rail/transport sector.

The role requires hands-on Primavera P6, SAP by Design, and strong MS Office skills. This 1-year renewable contract offers full benefits and a bonus, with opportunities to influence program-wide planning and risk management.

Qualifications

• 5 years of relevant experience as a planner / planning engineer / scheduler and PMO support, ideally degree qualified in business or engineering.
• Specific rail/transportation industry experience is required.
• Hands-on Primavera P6/Core Module experience is mandatory.
• Strong project planning/scheduling experience is required; experience in cost/project controls is an advantage but not mandatory.
• Prior experience with LTA/SMRT projects is required, with Signalling experience being the top priority. Experience with COMS/SCADA is also highly valued.
• Experienced using SAP by Design (or equivalent ERP).
• Well versed in MS Excel, Word, PowerPoint.
• 1 year renewable contract with full benefits + bonus (subject to conversion)

Responsibilities

• Lead PMO activities within bids and project teams.
• Establish and maintain execution budget baseline from bid phase to close-out.
• Maintain WBS structure and cost centres in ERP and proper resource assignment.
• Establish baseline schedule, resource loading, and progress.
• Attend external coordination meetings with third-parties.
• Develop schedule what-if scenarios including EOT assessments.
• Prepare project roadmaps, milestones, and risk registers.
• Support monthly customer reporting and reviews.
• Coordinate monthly actuals and variance reviews.
• Contribute to country-level PMO consolidation and resource planning.

Job description

• Lead key Project Management Office (PMO) management activities as a member of the delivery teams in charge of Bids and Projects assigned.

  • Project Control & Execution management

    • Establish and maintain the execution budget baseline, from bid phase, to project transition until project close-out

    • Establish and maintain the project WBS structure in the company ERP. Establish and maintain the cost centres/charges codes for the work packages and proper assignment to resources

  • Project Schedule management

    • Establish and maintain the baseline schedule and progress (including Key Milestones), from bid phase, to project transition until project close-out

    • Establish and maintain an accurate resource loading

    • Attend the external coordination meetings with project third-parties (civil contractors, system-wide contractors, etc.)

    • Develop adhoc schedule what-if scenarios requested by the projects/bids, including Extension of Time (EOT) assessments, as when and needed.

  • Project Reporting

    • Establish and maintain the Project roadmaps, key milestones, critical path analysis and resource S-curve in support to the Project Managers (PMs) and Work package Managers (WPMs)

    • Contribute to the customer monthly reporting and dashboard for schedule matters

    • Attend the customer monthly progress reviews for schedule matters

    • Coordinate the project monthly actuals and variance review with the WPMs and PMs

    • Establish and maintain the internal project dashboards

    • Actively support the Project monthly EAC reviews and quarterly Bottom-Up Estimates (BUE) reviews

  • Risks & Opportunity Management

    • Establish and maintain the Risks register including the mitigation plan in support to the WPMs and PMs

    • Establish and maintain the Opportunity register including the implementation plan in support to the WPMs and PMs

    • Contribute to establish the annual margin improvement plan for assigned projects

• Contribute to the PMO activities consolidation at Country level as a member of the PMO department, including but not limited to:

  • Resource Management

    • Establish and maintain the consolidation of the resource forecasts view at country level across the departments

    • Lead the preparation of the monthly resource planning reviews
