Job summary

Cognizant Consulting in Singapore seeks a Project Manager (Consultant) to lead the delivery and operation of digital systems for a Singapore public sector client. You will collaborate with product, design, engineering, procurement, security and vendor teams to align delivery, commercial and operational priorities.

You will independently manage small-to-medium ICT projects or substantial maintenance workstreams, own governance and vendor performance, and drive delivery through to closure,

Qualifications

• 4–7 years of relevant project management experience in ICT/digital projects.
• Independent delivery from planning through implementation and support.
• Experience across Agile, Scrum and Waterfall delivery approaches.
• Procurement documentation, vendor proposals, effort estimates and reviews.
• Strong written and verbal communication with attention to detail.

About the role

As a Project Manager (Consultant), you will make an impact by leading the delivery and sustained operation of digital systems for a Singapore public sector client. You will work collaboratively with product, design, engineering, procurement, security and vendor teams to keep delivery, commercial and operational priorities aligned.

You will independently manage small-to-medium ICT projects or substantial maintenance workstreams, own working-level governance and vendor performance, and drive delivery matters through to closure.

In this role, you will:

• Own end-to-end delivery plans, including scope, schedules, milestones, dependencies, risks, issues, decisions, change control and management reporting.
• Partner with product managers, designers and engineering teams to translate user needs into delivery priorities; facilitate Agile ceremonies and remove working-level impediments.
• Lead test and release-readiness activities across system, user and security testing, operational handover, implementation prerequisites and post-release follow-up.
• Manage vendors, maintenance contracts and service agreements, including service levels, renewals, licence and subscription planning, end-of-support upgrades, service requests and performance governance.
• Coordinate procurement, financial and security workstreams, including tender or quotation documentation, contract variations, invoice validation, budget forecasting, vulnerability remediation and patch delivery.

What you must have to be considered

• At least 4 years and less than 7 years of relevant project management experience, including independent delivery of ICT projects or digital products from planning through implementation, transition and operational support.
• Demonstrated ownership of schedules, milestones, dependencies, risks, issues, budgets, vendors, contracts, service requests and concise management reporting.
• Experience working across product, engineering and service-provider teams, with practical knowledge of Agile, Scrum and Waterfall delivery approaches.
• Experience preparing procurement or contract documentation and coordinating formal reviews, approvals, vendor proposals and effort estimates.
• Strong written and verbal communication skills, with a meticulous, tenacious approach and the ability to prioritise competing demands and follow matters through to closure.

These will help you succeed

• PMP or PRINCE2 Practitioner certification; PMI-ACP, Certified ScrumMaster or Professional Scrum Master certification is advantageous.
• Experience with Singapore Government or comparable public-sector procurement, funding, contract variation and formal approval processes.
• Working knowledge of ITIL practices, cybersecurity remediation, vulnerability management, patching and technology lifecycle planning.
• Proficiency with tools such as Jira, Confluence, Microsoft Project, Azure DevOps, SharePoint, Excel or Power BI for delivery and management reporting.
• Experience delivering cloud migration, enterprise application, case-management, platform-upgrade or citizen-facing digital-service initiatives.
