Qualifications

• 5–8 years of IT project management, programme management, or digital transformation experience.
• Experience across full project lifecycle from planning to closure.

About the Role

We are looking for an experienced Project Manager to join us supporting the delivery of digital transformation and IT initiatives for public sector clients.

The Project Manager will be responsible for end-to-end project delivery, working closely with government stakeholders, internal technical teams, vendors, and business partners to ensure projects are delivered successfully within agreed scope, timeline, budget, and quality requirements.

The role requires strong stakeholder management, project governance, vendor management, and delivery capabilities, with the ability to operate effectively within complex public sector environments.

Key Responsibilities

• Lead and manage end-to-end delivery of IT and digital transformation projects for public sector clients.
• Develop and maintain project plans covering scope, timelines, milestones, resources, dependencies, budgets, and deliverables.
• Coordinate across business users, government stakeholders, technical teams, vendors, and other project partners to drive successful delivery.
• Serve as the key point of contact for project stakeholders and provide regular updates on project progress, risks, issues, and dependencies.
• Establish and maintain appropriate project governance, including project status reporting, RAID tracking, steering committee updates, and management reporting.
• Manage project risks, issues, changes, and dependencies, ensuring appropriate mitigation and escalation where required.
• Manage project budgets, resource planning, procurement activities, contracts, and vendor performance.
• Facilitate requirements discussions, workshops, project meetings, and stakeholder engagement sessions.
• Coordinate system development, testing, UAT, implementation, migration, deployment, and post-implementation activities where applicable.
• Monitor vendor and delivery team performance to ensure contractual obligations, service levels, milestones, and quality expectations are met.
• Ensure project activities comply with relevant government policies, security requirements, governance frameworks, and technology standards.
• Support project audits, documentation, approvals, and other governance or compliance requirements.
• Drive continuous improvement in project delivery processes, operational efficiency, and stakeholder experience.
• Build strong working relationships with government agencies, senior stakeholders, technology teams, and business users.
• Support multiple projects or workstreams concurrently where required.

Requirements

• Degree in Information Technology, Computer Science, Engineering, Business, or a related discipline.
• Minimum 5–8 years of experience in IT project management, programme management, or digital transformation.
• Proven experience managing projects across the full project lifecycle, from planning and requirements through implementation and closure.
• Strong experience in stakeholder management, project governance, risk management, budget management, and vendor management.
• Experience managing system implementation, application development, digital platforms, infrastructure, or enterprise technology projects.
• Strong ability to manage multiple stakeholders, priorities, dependencies, and project workstreams.
• Good understanding of Agile, Scrum and/or Waterfall project delivery methodologies.
• Strong communication, presentation, facilitation, negotiation, and problem-solving skills.
• Ability to communicate effectively with both technical and non-technical stakeholders.
• Comfortable working with senior management and client stakeholders in a structured and governance-driven environment.

Preferred Qualifications

• Prior experience working with Singapore Government agencies, statutory boards, or public sector technology programmes will be highly advantageous.
• Experience delivering Whole-of-Government (WOG) or cross-agency initiatives is advantageous.
• Familiarity with government technology governance, procurement, security, compliance, and audit requirements is preferred.
• Project management certifications such as PMP, PRINCE2, Certified ScrumMaster (CSM), Agile Project Management, or equivalent are advantageous.
• Experience managing large-scale digital transformation or multi-vendor technology programmes will be an added advantage.
