Job summary

Tech Aalto Pte Ltd in Singapore is seeking an experienced Project Manager to oversee ICT projects and multiple external vendors. You will collaborate with application and infrastructure teams to deliver projects on time and within budget.

The role includes requirements gathering, UAT, training and implementation, reviewing deliverables, and ensuring SLAs and security policies are followed. Government IT governance experience is a plus.

Qualifications

• Tertiary education in relevant fields preferred.
• Hands-on experience in at least two full project lifecycles.
• ITIL, PMP or equivalent certifications advantageous.
• Database management: Oracle and/or SQL Server.
• API management and system integration.
• Server administration: Windows and Linux.
• AWS cloud technologies: deployment and operations.
• Experience in Singapore Government IT governance and procurement.

Responsibilities

• Overseeing and managing multiple ICT vendors and external providers.

• Manage project scope, budget and schedule with regular reporting.
• Participate in requirement gathering, UAT, training, and implementation.
• Review deliverables such as specs, test plans, user guides, and manuals.
• Plan and coordinate user acceptance testing with users.
• Assess service requests for enhancements and maintenance.
• Ensure SLAs for projects and incidents are met.
• Identify risks and recommend mitigations.
• Ensure development processes comply with IT policies and security guidelines.
• Resolve day-to-day IT issues across applications, infrastructure, or security.
• Work with parties to resolve security vulnerabilities during the contract period.

Job description

• Overseeing and managing multiple vendors and external providers of ICT services, working with team members from application and infrastructure teams to deliver projects and enhancements on time and within budget.
• Project Management (Scope, Budget and Schedule) including regular management reporting for the project.
• Ensuring that the project is executed based on the project plan to meet identified business needs, within agreed parameters of cost, duration and quality.
• Participating and contributing in project activities such as Requirement Gathering, User Acceptance Testing, Training & Implementation.
• Reviewing project deliverables, e.g. functional specifications, system test plan & results, user guide, operation manual.
• Planning and collaborating with users on user acceptance testing.
• Assessing service requests for enhancements and maintenance of systems.
• Ensuring that Service Level Agreements for projects and incidents are met.
• Identifying potential project risks and its implication to the organisation and to recommend mitigating measures as to manage the risks.
• Ensuring that the development processes, procedures and system comply with IT management policy, quality management policy and security guidelines.
• Managing and resolving day-to-day IT related issues pertaining to application, infrastructure or security, to facilitate smooth running of daily operations.
• Working with the relevant parties to resolve security vulnerabilities found during the contract period.
• Knowledge and Skills
• Tertiary Education in relevant fields is preferred
• Hands-on experience in at least 2 full project development life cycles
• Advantageous to have:
  • Relevant professional certifications such as ITIL, PMP, or equivalent certifications
  • Knowledge of and/or hands-on experience in one or more of the following technical areas:
    • Database Management: Oracle and/or Microsoft SQL Server databases, including real-time data replication technologies
    • API and Systems Integration: API management and system integration.
    • Server Infrastructure: Windows and Linux server administration and management
    • Cloud Technologies: Amazon Web Services (AWS), including cloud architecture, deployment and operations
    • Up to date on technological trends and best practices
  • Experience working within the Singapore Government environment, with familiarity in IT governance, procurement processes, budgeting, risk and compliance management, security policies and standards
• Strong analytical, conceptualisation and problem-solving skills
• Team player with strong organization and people handling skills
• Strong vendor management skills, including experience in managing vendor performance and ensuring compliance with contractual obligations
• Ability to coordinate and align vendors and technical teams towards common project outcomes
• Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders
