Job summary

Tahlia Waters in Singapore seeks an experienced Quantity Surveyor to manage project costs, prepare estimates, budgets, and cost plans, and administer contracts per the applicable Conditions of Contract.

You will monitor expenditure, certify payments, assess variation orders, measure quantities on site, prepare cash flow forecasts, and finalise final accounts with contractors and consultants, while ensuring policy and statutory compliance.

Qualifications

• Diploma in Building or Quantity Surveying or related field.
• At least 3 years of Quantity Surveying experience in construction (A&A, R&R or estate upgrading).
• Experience in public sector or town council projects is an advantage.

Responsibilities

• Prepare cost estimates, budgets, and cost plans.
• Administer contracts per applicable Conditions of Contract (e.g. PSSCOC).
• Evaluate and certify progress payment claims.
• Assess and recommend Variation Orders (VOs), claims, and entitlements.
• Monitor expenditure against budgets and report cost status.
• Prepare cost reports and cash flow forecasts.
• Measure completed works and verify quantities on site.
• Prepare, negotiate, and finalise Final Accounts with contractors and consultants.
• Review contractors' quotations and verify reasonableness of rates and prices.
• Attend site meetings and progress meetings with consultants, contractors, clients, and stakeholders.
• Maintain records of contractual correspondence, cost documentation, and project files.
• Identify contractual risks and recommend mitigation measures.
• Provide contractual advice to project teams throughout the project lifecycle.
• Ensure compliance with company procedures, procurement policies, and statutory requirements.

• Prepare, negotiate, and finalise Final Accounts with contractors and consultants.
• Review contractors' quotations and verify the reasonableness of rates and prices.
• Attend site meetings, technical meetings, and progress meetings with consultants, contractors, clients, and stakeholders.
• Maintain proper records of contractual correspondence, cost documentation, and project files.
• Identify contractual risks and recommend appropriate mitigation measures.
• Provide contractual advice to project teams throughout the project lifecycle.
• Ensure compliance with company procedures, procurement policies, and statutory requirements.

What Do You Need to Have?

• Candidate must possess at least a Diploma in Building or Quantity Surveying or Project & Facilities Managements or other relevant qualifications.
• He/she must possess at least 3 years of relevant Quantity Surveying experience in construction industry, A&A, R&R or estate upgrading projects.
• Experience in public sector or town council projects will be an advantage.
