Job summary

Staffhub Group in Singapore is seeking a Project Engineer for Mined Tunnel construction. You will develop and execute a detailed mined tunnel program and progress control to meet critical milestones, while establishing project budgets and cost controls to minimize tender losses.

You will recruit site engineers and skilled labour, oversee logistics and accommodation under Covid-19 guidelines, and manage subcontractors for specialized work.

Qualifications

• Engineering degree required with minimum 8 years in mined tunnel construction.
• Experience with excavation methods for mined tunnel construction.
• Strong communication and interpersonal skills are essential.

Responsibilities

• Develop and execute a mined tunnel program and progress control to meet milestones.
• Establish feasible project budget and cost control to minimize tender budget loss.
• Recruit site engineers, supervisors and skilled labour with tunnel superintendent support; manage logistics/accommodation per Covid-19 regulations.
• Specify rental equipment and manage its utilization and maintenance.
• Procure materials and plan logistics to ensure on-site supply for variable geology.
• Scoping, evaluating, awarding and managing subcontractors for specialized work (waterproofing, drill and blast).
• Optimize temporary works design to minimize material use (formwork, steel support).
• Coordinate interfaces with shaft and main tunnel construction activities.
• Ensure work quality meets contract specs and drawings; implement contingency for underground ingress control.
• Manage material wastage and delay mitigation; provide monthly accruals and forecasts for mined tunnel costs.
• Understand and comply with HSE requirements per LAIO framework and contractual obligations.

About the job Project Engineer - Mined Tunnel

Job Duties

• Develop and execution a reasonable and detailed mined tunnel program and progress control to ensure the key interfacing milestone are achieved;
• Establish feasible mined tunnel project budget and cost control protocol in accordance to minimize the loss against tender budget;
• Recruit competent mined tunnel personal including site engineer, supervisor and skilled labour with the assistance of the tunnel superintendent and managing the logistic/accommodation for the workers in accordance with Covid 19 regulation;
• Specify the rental equipment specification and manage the rental and utilization and maintenance of the required equipment;
• Procure required material and establish logistic plan to ensure adequate material on site for variable geology;
• Scoping, evaluating, award and manage subcontractor to perform specialized work such as water proofing and drill and blast;
• Optimize the temporary work design and minimize material usage of temporary work such as formwork and steel support in the main tunnel;
• Interface coordination with shaft and main tunnel construction activity;
• Over excavation and profiling control;
• Ensure the work quality achieve the contract specification and drawing requirement;
• Contingency measure for underground ingress control
• Material wastage control and delay mitigation measures
• Monthly accrual and forecast of Mined tunnel cost
• Understand & comply with the HSE requirements based on LAIO internal framework, local regulations and contractual obligations
• Communicate the same to subordinates and subcontractors, and monitor compliance on an on-going basis

Job Requirements

• Degree in Engineering with at least 8 years of experience in Mined Tunnel Construction
• Good working knowledge of various excavation methods for Mined Tunnel Construction
• Strong communication and interpersonal skills
