Job summary

PERSOL SINGAPORE PTE. LTD. is seeking an experienced Program Manager to lead a strategic Capital Markets business and technology transformation initiative in Singapore.

You will own end-to-end programme delivery, governance, vendor selection, procurement, testing, deployment, business readiness and post-go-live stabilization. The role requires 12+ years in programme management within Banking or Capital Markets, with a proven track record of large-scale transformations, strong stakeholder

Qualifications

• 12+ years of programme/project management experience in Banking, Financial Services or Capital Markets.
• Experience delivering large-scale business and technology transformation programmes.
• Strong stakeholder management across business, operations, risk and technology.
• Experience overseeing vendor selection and implementation delivery.
• Knowledge of Capital Markets products and operations.

Responsibilities

• Lead governance across business, operations, technology and vendor workstreams.
• Manage programme planning, reporting, RAID logs, budgets, timelines and executive communications.
• Coordinate senior stakeholder engagement across Front Office, Operations, Risk, Finance, Compliance, Legal, Procurement and Technology.
• Drive end-to-end vendor selection activities, including RFIs/RFPs, PoCs and recommendation papers.
• Manage vendor onboarding, third-party governance reviews and implementation initiation.
• Oversee testing phases including SIT, UAT, regression and end-to-end testing.
• Coordinate deployment planning, cutover activities, go-live, and hypercare support.
• Ensure business readiness through training, change management and operational readiness.
• Track programme risks, dependencies, deliverables and milestones across teams.

We are seeking an experienced Program Manager to lead a strategic Capital Markets business and technology transformation initiative. The successful candidate will be responsible for end-to-end programme delivery, covering governance, vendor selection, procurement, implementation, testing, deployment, business readiness and post-go-live stabilization.

Key Responsibilities

• Lead programme governance across business, operations, technology and vendor workstreams.
• Manage programme planning, reporting, RAID logs, budgets, timelines and executive communications.
• Coordinate senior stakeholder engagement across Front Office, Operations, Risk, Finance, Compliance, Legal, Procurement and Technology teams.
• Drive end-to-end vendor selection activities, including RFI/RFP processes, solution assessments, PoCs and recommendation papers.
• Manage vendor onboarding, third-party governance reviews and implementation initiation activities.
• Oversee testing phases including SIT, UAT, regression and end-to-end testing.
• Coordinate deployment planning, cutover activities, go-live execution and hypercare support.
• Ensure business readiness through training, change management and operational readiness activities.
• Track programme risks, dependencies, deliverables and implementation milestones across internal and external teams.

Requirements

• 12+ years of programme/project management experience within Banking, Financial Services or Capital Markets environments.
• Proven experience delivering large-scale business and technology transformation programmes.
• Strong stakeholder management experience across business, operations, risk and technology functions.
• Experience managing software vendor selection, RFI/RFP processes, PoCs, vendor onboarding and implementation delivery.
• Good understanding of Capital Markets products and operations, including securities financing, collateral management, custody, securities servicing, risk management or trading environments.
• Experience overseeing complex system implementations involving multiple workstreams and stakeholders.
• Strong governance, executive reporting, planning and delivery management capabilities.
