Job summary

Singtel, a leading AI-enabled telco, is seeking a senior expert to support the Group CTO Office in driving network cost leadership and technology investments. You will coordinate regional benchmarking, RFP evaluations, and cross-functional programme management across Singtel Group, OpCos and Associates.

The role requires deep telecommunications knowledge, strategic thinking, and strong collaboration skills. A hands-on, multi-cultural, results-driven mindset is essential for success.

Qualifications

• 10+ years of experience in telecommunications, network technology, programme management, technology strategy or commercial management.
• In depth technical knowledge of telecommunications networks including RAN, Core, Transport and Fixed Broadband.
• Experience in network planning, technology solutions, vendor management or network investment. Strong understanding of network products, vendor solutions and technology roadmaps.
• Experience in technical and commercial RFP/tender evaluation.
• Knowledge of price benchmarking, cost modelling and TCO analysis is an advantage.

Responsibilities

• Support Network Cost Management & Commercial Benchmarking across Singtel Group, OpCos and Associates.
• Drive regional benchmarking, price analyses, vendor assessments and cost optimization.
• Coordinate RFPs, tenders, contract renewals and price reviews with technical and commercial evaluations.
• Identify pricing gaps and optimization opportunities; provide inputs to procurement and negotiations.
• Maintain benchmarking methodologies and cost models; track savings and benefits.
• Collaborate with technology partners to identify new capabilities and best practices.

Support the Group CTO Office in driving network cost leadership, technology investment optimization and programme oversight across Singtel Group, OpCos and Regional Associates. The role provides technical and commercial support for network RFPs and investments, drives regional benchmarking and cost optimization, program management, and facilitates regional collaboration to achieve measurable Group synergies and business outcomes.

Make an impact by

Network Cost Management & Commercial Benchmarking

• Leverage Group scale and synergies to achieve competitive cost positions and sustainable network cost leadership across Singtel Group, OpCos and Associates.
• Conduct regional price benchmarking, cost analysis and vendor commercial assessments across key network domains including RAN, Core, Transport, Fixed Broadband, etc.
• Support Singtel Group, OpCo and Associate RFPs, tenders, contract renewals and annual price reviews, including technical and commercial evaluation.
• Identify pricing gaps, cost drivers and optimization opportunities, and provide fact-based inputs to procurement and vendor negotiations.
• Maintain and enhance regional benchmarking methodologies, price databases and cost models to support investment and procurement decisions.
• Track and quantify network cost savings and optimization benefits achieved across the Group.
• Establish and share best practices, commercial insights and product knowledge to improve future network investments and protect Group interests.

Programme Management and Technology Collaboration

• Support Programme Office oversight of key technology investments, programmes and strategic GCTO initiatives.
• Support regional collaboration through a technical working group and key initiatives for Singtel Group & Associates
• Maintain the GTN portfolio on strategic programmes and GTN work plans across OpCo and Associates, track and consolidate programme status for GCTO reporting.
• Facilitate Group-OpCo Technology synergy meetings, track and follow through the action plans.
• Work effectively in a multi-cultural environment with diverse teams and coordinate with various stakeholders for technology workshop, forums, Regional CTO engagement and key technical initiatives.
• Support technology benchmarking, products and vendor roadmaps and evaluate their potential relevance to OpCo and Associates technology strategies.
• Collaborate with vendors, telecom operators, industry alliances, GSMA, TM Forum and technology partners to identify new capabilities and best practices.

Skills for Success

• 10+ years of experience in telecommunications, network technology, programme management, technology strategy or commercial management.
• In depth technical knowledge of telecommunications networks including RAN, Core, Transport and Fixed Broadband.
• Experience in network planning, technology solutions, vendor management or network investment. Strong understanding of network products, vendor solutions and technology roadmaps
• Experience in technical and commercial RFP/tender evaluation.
• Knowledge of price benchmarking, cost modelling and TCO analysis is as advantage.
• Understanding of network Capex/Opex drivers and investment optimization.
• Programme and project management capabilities. Experience coordinating cross-functional or strategic technology programmes is an advantage.
• Collaborative, team-oriented mindset and self-starter. Capable of working independently, taking a hands-on approach, and demonstrating flexibility in a challenging, fast-paced environment.
• Proficient in producing and delivering presentations and analysis reports, with excellent presentation and communication skills.
• Engineering degree in Electrical & Electronics, or Telecommunication or in related field. Professional certifications is an advantage.
