Job summary

Singtel is seeking a Senior IS/IT Investment Governance professional to drive cost benchmarking, commercial analysis, and vendor evaluations across Singtel Group and associates. You will support RFPs, tenders, and contract negotiations, ensuring technically sound and commercially competitive outcomes.

Qualifications

• 15+ years in telecommunications IS/ IT, solution architecture, and commercial evaluation.
• Bachelor’s degree in computer science, Information Technology, Engineering, or a related discipline.
• Professional certifications such as TOGAF, AWS/Azure/GCP Solutions Architect, PMP, ITIL, TM Forum are desirable.

Responsibilities

• Support and participate Singtel Group, OpCo’s and Associates RFPs, RFIs, tenders, contract renewals, and annual price reviews through commercial assessments and ensuring technical assessments are fair and sound.
• Identify cost drivers, optimization opportunities, and commercial risks, recommending strategies to improve investment efficiency and reduce TCO.
• Engage IT, Finance, Procurement, Legal, and Business stakeholders across Singtel Group to strengthen commercial competitive and investment outcomes.
• Prepare quarterly briefing pack on IS/ IT benchmark, RFP challenge notes, IT commercial movements and vendor concentration insights for Group MC.
• Review and rationalizeOpCo and Associate IS/ IT investment plans and budgets to maximize investment value.

Support regional IT technical and commercial evaluation to achieve IS/ IT cost leadership across Singtel Group and Associate companies. Drive technical and commercial analysis for strategic RFPs, tenders, investments, and vendor engagements, ensuring solutions are technically sound, commercially competitive, future-ready, and aligned with Group interests.

• Drive Group-wide synergies to achieve cost leadership across mobile IS/ IT platforms, cloud infrastructure, OSS/BSS, and digital systems.
• Develop and institutionalize regional IS/ IT cost benchmarks, methodology, pricing frameworks, and best practices to improve commercial consistency and investment decisions.
• Lead regional IS/ IT price benchmarking, commercial analysis, and cost optimization across Singtel Group and Associate companies.
• Support and participate Singtel Group, OpCo’s and Associates RFPs, RFIs, tenders, contract renewals, and annual price reviews through commercial assessments and ensuring technical assessments are fair and sound.
• Support OpCo and Associates to review vendor proposals and commercial submissions to ensure optimal scope, competitive pricing, and value for investment.
• Develop and maintain cost models covering:
  • Software licensing
  • Cloud and infrastructure platforms
  • System implementation, integration, and migration
  • Managed services and operational support
• Identify cost drivers, optimization opportunities, and commercial risks, recommending strategies to improve investment efficiency and reduce total cost of ownership (TCO).
• Support commercial negotiations by providing pricing benchmark data, commercial recommendations, and negotiation strategies.
• Balance technical requirements, business objectives, commercial competitiveness, and long-term operational sustainability in investment decisions.
• Partner with IT, Finance, Procurement, Legal, and Business stakeholders across Singtel Group and Associate companies to strengthen commercial competitive and investment outcomes.
• Prepare quarterly briefing pack on IS/ IT benchmark, RFP challenge notes, IT commercial movements and vendor concentration insights for Group MC.

Investment Governance and Technology Insights

• Review and rationalize OpCo and Associate IS/ IT investment plans, Annual Operating Plans (AOPs), and capital budgets to maximize investment value and strategic alignment.
• Perform technical and commercial due diligence on major IS/ IT investment proposals and Board approval papers.
• Keep in view Associates major IS/ IT key transformation programs and investment progress; provide regular update to IG Business team and Group MC.
• Provide recommendations and briefing materials to Group MC and Singtel Board representatives supporting OpCo/ Associate investment decisions.
• Engage industry partners, including Bridge Alliance, TM Forum, hyperscale’s, vendors, and technology partners, to evaluate emerging technologies, commercial models, and market trends that enhance Group competitiveness.
• Build and maintain knowledge repositories for emerging IT platforms, vendor capabilities, commercial models, and market pricing to support future technology investments.
• Achieve sustainable ISIT cost leadership across Singtel Group and Associate companies.
• Protect Singtel Group's and Associates interests through independent technical and commercial reviews.
• Improve investment outcomes through robust price benchmarking, commercial assurance, and negotiation support.
• Optimize technology investments by balancing cost, capability, scalability, and business value.
• Strengthen regional collaboration, knowledge sharing, and adoption of best practices.
• Deliver measurable savings, investment efficiencies, and long-term value across Group.

Skills for Success

• 15+ years in telecommunications IS/ IT, solution architecture, commercial evaluation, and IS/ IT systems investment.
• Bachelor’s degree in computer science, Information Technology, Engineering, or a related discipline.
• Professional certifications such as TOGAF, AWS/Azure/GCP Solutions Architect, PMP, ITIL, TM Forum, or equivalent are desirable.
• Strong knowledge of telecom IT architectures, including OSS/BSS, Billing, Charging, Policy Control, CRM, Digital BSS, Mediation, and Order Management.
• Understanding of cloud-native architectures, virtualization, containers, and public/private/hybrid cloud platforms (AWS, Azure, etc).
• Good to have experience in large-scale telecom IT transformation, system integration, and modernization programmes.
• Understanding of telecom industry trends, digital transformation, cloud computing, AI/automation, TM Forum frameworks, and emerging IT system technologies.
• Commercial evaluation and analysis skills for telecom IT solutions and managed services.
• Experience supporting RFPs, RFIs, tenders, contract negotiations, and vendor evaluations.
• Ability to identify cost drivers, commercial risks, and value optimization opportunities.
• Good understanding of software licensing models, cloud commercial models, managed services and implementation pricing.
• Good analytical capability with a data-driven approach to benchmarking, cost analysis, and investment decisions.
• Ability to communicate complex architectures to technical and non-technical stakeholders.
• Excellent communication, interpersonal and presentation skills, with the ability to build strong rapport and collaborative working relationships at all levels and key Group, OpCo’s and Associates stakeholders.
• Willingness to travel to locations where our Singtel Group Associates operate, as needed.
