Job summary

GovTech in Singapore is hiring a Product Policy Specialist to bridge policy and digital product delivery in the public sector. You will translate regulatory constraints into guidance for product teams and help agencies align designs with policy goals.

You will collaborate with product managers, engineers, legal and policy teams, shaping pragmatic policy strategies and communicating complex ideas to both technical and non-technical audiences. This is a high-impact role.

Qualifications

• Government acumen: understands how regulations shape digital delivery.

• SADs/DDs from the Singapore Public Service welcome; remuneration commensurate with experience.

About the role

The Product Policy function sits at the critical intersection of government policy and digital product delivery. It enables tech teams to succeed in a complex public sector environment by:

• Guiding product teams through regulatory and policy considerations / constraints; and
• Supporting public agencies to understand how technology can improve public service delivery

As a Product Policy Specialist (Individual Contributor), you will play a key role in shaping policy approaches that enable good technology outcomes. You will work directly with internal product teams and public agencies to identify blockers, develop pragmatic policy strategies, and help align digital products with regulatory, operational, and public interest needs. What you will be working on

Policy-Product Integration

• Translate policy constraints / intent into actionable guidance for product teams
• Help agencies understand how product design choices intersect with public policy goals
• Advise on trade-offs between user experience, compliance, and government outcomes

Strategic Problem Solving

• Identify systemic barriers to effective digital delivery (e.g. outdated policies, fragmented approvals)
• Co-develop solutions with internal and external stakeholders that balance compliance with innovation
• Use systems thinking and backcasting to assess long-term implications of policy-product decisions

Stakeholder Engagement

• Work closely with product managers, designers, engineers, legal, and policy teams
• Collaborate with public agencies to align on project objectives and delivery conditions
• Communicate clearly across technical and non-technical audiences

Writing & Communication

• Craft memos, policy notes, and communications that frame product issues in clear, policy-aligned terms
• Present recommendations to internal leads and external partners with clarity and persuasion

What we are looking for

• Government Acumen: Understands how regulations, governance processes, and public accountability shape digital delivery. Familiarity with Singapore’s public sector or similar operating contexts is a plus.
• Product Orientation: Comfortable working with digital product teams, understanding product life cycles, and prioritising user needs. Able to assess how tech decisions can drive or hinder policy outcomes.
• Systems Thinker: Able to anticipate downstream impacts, navigate ambiguity, and identify root causes in complex systems.
• Initiative & Ownership: Self-starter who can independently scope and drive initiatives. Comfortable making progress in unclear or fast-evolving contexts.
• Strong Communicator: Excellent written and verbal communication. Able to synthesise complexity and convey compelling recommendations.
• 6–10 years of experience in public policy, product strategy, regulatory affairs, or related fields
• Demonstrated experience in roles requiring cross-functional alignment, policy interpretation, or product delivery
• A background in public sector work, management consulting, policy & strategy, or technology policy is advantageous
• SADs/DDs (MX11, MX11A, MX10-equivalent) from the Singapore Public Service are welcome to apply; remuneration will be commensurate with relevant experience.
