Job summary

Evolution Recruitment Solutions Pte. Ltd. is seeking a seasoned Business Analyst to own functional design, document requirements, and drive process harmonisation across governmental projects in Singapore.

You will collaborate with product owners, engineering, and business stakeholders to define user journeys, sign-off designs, and validate outputs using AI tools and automated testing. You will also develop regression tests and SQL investigations, supporting UAT and defect management throughout

Qualifications

• At least 3 years of Business Analysis experience, including Singapore Government Agile delivery in a sprint-based environment.

Responsibilities

• Own functional design for the assigned product area, including user stories, business rules, and testable acceptance criteria.
• Document requirements in JIRA and Confluence and conduct functional walkthroughs with engineering teams.
• Assess existing platform capabilities and drive process harmonisation across organisations, minimising customisation and escalating significant deviations.
• Facilitate stakeholder workshops, define common user journeys, and present functional designs to the Product Owner for sign-off.
• Review user journeys and UI designs to ensure alignment with business processes and operational needs.
• Prepare and execute test cases, test data, and sprint integration testing manage defect triage and support UAT.
• Develop and maintain automated regression tests using Playwright, Selenium, Cypress, or equivalent tools.
• Use SQL to investigate data issues, including joins, aggregations, and audit history.
• Leverage AI tools to draft and review user stories, acceptance criteria, business rules, and UI prototypes, ensuring outputs meet business requirements.
• Plan sprint analysis and testing activities, coach the Product Analyst, and collaborate with product, engineering, testing, and business stakeholders.

Key Requirements

• At least 3 years of Business Analysis experience, including Singapore Government Agile delivery in a sprint-based environment.

• Proven experience documenting existing processes, defining target-state journeys, and translating requirements into actionable user stories.

• Experience with discovery/design sprints, JIRA, Confluence, and testable acceptance criteria.

• Experience working with Product Owners on scope, functional design, and acceptance sign-off.

• Experience engaging government users, preferably in regulatory or enforcement environments.

• Intermediate SQL skills and hands‑on test automation experience using Playwright, Selenium, Cypress, or equivalent.

• Practical experience using AI tools for business analysis or functional design, with the ability to validate generated outputs.

• Strong understanding of the Agile delivery lifecycle, including functional design, integration testing, defect management, UAT, and regression testing.

• Strong stakeholder management, workshop facilitation, analytical, problem‑solving, and communication skills, with the ability to own both analysis and testing activities.

Desirable

• Familiarity with Government on Commercial Cloud (GCC) or Singapore Government cloud platforms.

• Experience in enforcement, regulatory, licensing, or case management domains.
