Be a Part of Something BIG! Part of Group Technology Procurement family, we are looking for a candidate who will develop and execute category strategies to deliver value in technology. The IT Category Manager must be conversant with procurement practices and able to effectively influence multiple diverse stakeholders to drive aggregation of volume as well as negotiate successful outcomes with vendors. The Category Manager for IT & Digital Infrastructure will implement sourcing strategy for IT in areas of infrastructure, data storage, servers, software licenses, Cloud IaaS & PaaS, with an annual spend under management of ~S$40M. This role will business‑partner with IT stakeholders, stay abreast of supply market changes, and apply appropriate sourcing levers to achieve optimal commercial outcomes while ensuring policy compliance and a highly satisfactory internal customer experience.

Category Sourcing

• Identify, develop and implement joint sourcing opportunities and strategies for IT & Digital Infrastructure category, specifically software licenses, hyperscalers, storage, servers, firewalls, platform‑as‑a‑service & infrastructure‑as‑a‑service.
• Drive and lead procurement activities for said category across Singtel Group OpCos as part of the Global Category Procurement team.
• Be fully responsible for Group IT spend under this category, with a vision of driving scale across geographies prioritizing high‑impact spend areas.
• Strengthen Group Regional aggregation by establishing Group Regional Framework Agreements, and, where needed, performing price benchmarking for this IT category.
• Guide business users and enforce procurement policy, governance and practices.
• Pro‑actively influence stakeholders in line with category strategies.
• Lead contract negotiations with suppliers with support from key stakeholders.
• Provide market knowledge, intelligence and expertise while working closely with business stakeholders and suppliers.

Skills For Success

• Bachelor’s Degree
• At least 5 years of relevant work experience in procurement, telecom or technology industry preferred
• Experience in procurement system (Ariba, Coupa, iCertis)
• Solid MS Office suite capabilities
• Ability to contextualize data analytics into actionable sourcing insights
• Strong negotiation and communication skills with vendors & stakeholders
• Good financial acumen and vendor contracts management
• Good writing/documentation skills
• Strong interpersonal skills and extremely resourceful
• Excellent project management and organisational skills
