Job summary

MedTech Catapult is a national initiative to accelerate MedTech product development and market adoption in Singapore. The Deputy Director, reporting to the Lead of Programme and Partnerships, will lead day-to-day strategic planning, programme operations, and grant governance for the ATLAS scheme.

You will oversee cross-functional operations, stakeholder engagement, and the full grant lifecycle to drive national priorities in translational MedTech.

Responsibilities

• Oversee grant operations across pre-application to post-project reporting and governance, including milestones and audits.
• Develop and maintain grant-management policies, templates, controls, and dashboards.
• Build and maintain strong relationships with internal and external stakeholders to ensure smooth programme operations.

The Programme Office plays a critical role in developing, managing and scaling programmes across the translational pipeline. The Acceleration for Translation, Launch and Scale (ATLAS) programme supports translational MedTech projects at Technology Readiness Levels (TRL) 4 to 7, focusing on advancing promising technologies through product development, validation and commercial readiness to bridge innovation towards clinical and market adoption.

The Deputy Director will report to Lead, Programme and Partnerships, and will serve as the key deputy for day-to-day programme strategic planning, management and operations, and grant management for the ATLAS Scheme.

Job Responsibilities

• Strategic Planning and Reporting
• Support MC leadership and interface within the organisation and across ecosystem stakeholders to bridge diverse views drive conversations and influence outcomes towards common goals.
• Translate strategic objectives into clear programme plans, performance measures, resource requirements and decision frameworks, with defined ownership and measurable outcomes.
• Assist MC leadership to develop, refine and implement the programme strategy and portfolio priorities in response to programme performance, ecosystem needs and national MedTech priorities.
• Be the point-of-contact coordinating and crafting MC’s strategic planning exercises, including strategy workshops, steering committee meetings, annual workplans, and interface with funding agencies, including KPI reporting and status updates.
• Craft and deliver concise briefings and updates to senior leadership within and outside the organisation. You will be responsible for collating and translating complex data into clear policy papers and presentations that inform executive-level decisions
• Programme Operations & Management
• Support the day-to-day operations of the Programme Office and translate organisational priorities into clear work tasks, resource plans and accountabilities. Oversee operational planning and coordination across finance, procurement, human resources, facilities, legal, information technology, risk management and other corporate functions, ensuring timely delivery and compliance with A*STAR policies.
• Establish and continuously improve programme operating models, workflows, service standards, controls and digital tools to strengthen efficiency, transparency, data integrity and management decision-making.
• Build and maintain strong working relationships with internal and external stakeholders to ensure smooth programme operations and delivery.
• Build and implement best practices in programme management to improve operational efficiency, transparency and stakeholder engagement.
• Grant Management & Administration
• Lead the implementation and continuous improvement of the Acceleration for Translation, Launch and Scale (ATLAS) grant operations, workflows and governance processes to ensure they remain fit for purpose, consistently applied and aligned with programme objectives.
• Oversee the full lifecycle of grant management, including:
• Pre-application engagement and eligibility assessment
• Due diligence, proposal review and grant evaluation
• Award recommendations, project setup, budgeting and disbursement
• Milestone reviews, grant variations, claims and audits
• Project closure and post-project reporting
• Oversee project evaluation committee meetings, and other grant governance forums, ensuring that evaluation criteria, papers, declarations, decisions, conditions of award and follow-up actions are complete, well documented and defensible.
• Coordinate quarterly reporting to project evaluation committees and steering committees, as well as annual reporting to internal and external stakeholders.
• Develop and maintain appropriate grant-management policies, templates, controls, and dashboards.

Requirements

• Bachelor’s or Master’s degree in biomedical engineering, engineering, life sciences or related discipline.
• Minimum 10 - 12 years of experience in MedTech product development, grants management, research administration and/or programme operations
• Familiarity with A*STAR or government grant frameworks and governance processes is advantageous
• Experience engaging with industry, clinicians and translational stakeholders preferred
• Strong organisational, analytical and problem-solving skills
• Excellent written and verbal communication skills
• Meticulous with strong attention to detail in financial documentation, tracking and reporting
• Demonstrated ability to manage multiple priorities and meet deadlines in a fast-paced environment
